"Fury, we need to know why SHIELD wasn't able to do anything about the broadcast."
A woman's image appeared on the screen as she spoke.
There were four more screens with four different people on each screen.
"Then, you can ask Stark why he wasn't able to do anything. Ma'm, if someone like Stark can't do anything, why do you assume we can?"
Fury replied.
That instantly got the attention of other members of the World Security Council.
"You mean even Tony Stark wasn't able to enter their system? Aren't they supposed to be a small-time company?"
Another voice rose from the side.
"Yes, a small-time company that took out fifty-five of my best agents with our own weapon. Council, we are dealing with a force beyond our comprehension."
"They are not even using technology to achieve their goals. It is clear that they belong to some other forces."
Fury replied.
"You mean mutants?"
Fury shot a glance at that man and said.
"Mutants aren't the only forces that are capable of this. But, we are indeed suspecting them."
Suddenly, there was a buzz in the meeting as a new virtual screen emerged, showing the picture of General Ross.
"Ross, you are not welcome here." Fury immediately stared at the man with anger as he spoke.
He hated this guy. Not because they were competing on something, but simply because he could never think for the world.
His ideals were limited to one country.
Ross ignored Fury and turned his attention towards the members of the World Council.
"Ladies and Gentlemen, I have been trying to connect with you for a while. I got the information on the people involved in the previous incident."
He said and brought another picture, showing Adam's face.
"This is Adam Grant, a mutant who was taken to a special base. Three days ago, there was a loud explosion that destroyed that base."
"I am one hundred percent sure he is one behind it. Because these four mutants were also in that same base."
Hearing that, Fury immediately understood what he was trying to say and cut him off.
"Then, what about Naruto? Didn't he call himself a normal human? How does he have those powers?"
Ross gave him a side glance and continued.
"The answer might sound ridiculous, but they did gain their powers from a Devil."
At this moment, one of the council members chuckled.
"General Ross, aren't you trying to shift blame to the Devils just to get away from court-martial?"
Ross narrowed his eyes and said.
"My daughter sold her soul just to get Adam's help to stop Abomination. What made you think I would joke about this?"
"General Ross, we can understand mutants and vampires, but aren't devils too far off?"
Another council member spoke.
At this moment, Fury suddenly replied.
"Not exactly! Two years ago, we got some evidence about the existence of Devils. Do you remember the rumors about Flaming Skull?"
General Ross's eyes twitched.
"You mean that Burning Skull Ryder wasn't a rumor?"
"Nick, why are we getting such crucial information just now?" Another council member shouted.
"Because it wasn't proven. He only appears during the night to punish evil. That has been proven."
"But his powers could be the result of mutation. We did learn a few things about devils, but there was no solid evidence, just some rumors."

"These are the current members I have chosen. None of them is controllable, but they all have one thing in common."

Hearing that, the female council member cut him off and said.
"Fury, you do realize Wolverine is a mutant, and Hulk can't be controlled."
"Can we create another Hulk, something that we can control?"
At this moment, Ross cut off the words of the council member and said.
"No, Hulk can't be replicated. That man said this himself. We can create more Abominations using Banner's blood."
"But we can't create Hulk."
Fury suspiciously stared at Ross and turned his attention towards the council members.

This man was the King of Agents. If he offended others, he could at least get away because of his connections.
If he offended Fury, he wasn't even sure his connection would live to see the next day.
That kind of man was Fury.
Ross stared at the man for a moment before he replied.
"Yes, he said Hulk is a defensive mechanism against a Great Devil, someone who even his Lord doesn't want to go against."
Suddenly, he paused as he looked at Fury with some recognition, saying.
"You are not wrong about putting Hulk in this team of yours. According to him, Hulk is just a child who is throwing tantrums."
"Let me guess, due to your actions and Banner's desire to get rid of it?" Fury mocked the man on his face.
Ross's temper flared, but he controlled himself and continued.
"They all follow one Lord. He called him Dimensional Lord, but someone who collects souls is no different than a Devil."
"That's all I know."
As soon as he finished saying that, he cut off the call, leaving Fury on his own.
At this moment, Fury raised his hand, rubbing his fingers together as he thought.
'Charles said he once found a person whose powers can easily overwhelm him and his kind.'
