It clearly stated the identity of wizards – everyone who wears the hat is a wizard. This was transcendent of their faction, path, or even species. Although Elios hadn't seen any non-human, he heard there were elven and dwarven wizards in the wizard world.

They were mostly voluntary wizards who joined after they heard of the ability of wizards.

Some of their achievements aren't low at all, and one even reached the Speaker title.
