Samuel looked at the file in front of him again, then quickly changed the rating from pending to S.

After hearing Samuel's response, Killian gave a satisfied nod.

"Boss, if we're rating purely by destructive potential and upper ceiling, then shouldn't some of the psychic abilities also be pushed higher?"
"That depends."
Killian replied.
"The upper ceiling matters, but stability, reproducibility, and compatibility matter too."
"If a power has an insane ceiling but can't be stably transplanted, can't be replicated, or collapses the host after one use, then from our perspective, it isn't truly top-tier yet."
"What we need is not just strong abilities. We need abilities that can be weaponized, standardized, and mass-produced."
At that, Samuel's expression became even more thoughtful.
"Yes... that makes sense."
"A power's value isn't just what it can do naturally. It's what we can make it do."
Killian smiled.
"That's right."
Then he casually flipped through several more files.

Some weren't flashy, but once paired with the right enhancements, they could become terrifyingly practical.

Killian said as he continued reading.
"I want them matched against all current enhancement systems, especially the Extremis line, the T-series, and the Tyrant-derived strains."
"I want to know which powers amplify each other, which ones conflict, and which ones might create new composite effects."
"Understood."
Samuel replied without hesitation.
"I'll have the research teams split it into three tracks immediately."
"Single power optimization, dual ability fusion, and host compatibility enhancement."
"Good."
Killian nodded again.
Then, after pausing briefly, he added,
"And start building a formal ranking framework."
"Not just S through C based on instinct."
"I want a real model. Growth ceiling, host burden, combat utility, transplant stability, replication difficulty, and strategic value."
"If we're building an ability vault, then eventually it has to operate like a real library, not a pile of lucky discoveries."
At those words, Samuel's breathing grew slightly heavier.
To him, that wasn't just a task.
That was practically the birth of an entirely new discipline.

"Boss..."
Samuel looked at Killian with bright eyes.

"I don't care if it looks weak on the surface. As long as there's room for deeper evolution, I want it kept."
"Yes, Boss."
Samuel answered immediately.
Then, as if remembering something, he quickly pulled up another set of records.
"Also, Boss, there's one more thing."
"Among the newly collected samples, we found several abilities that show signs of environmental dependency."
"One grows stronger near strong electromagnetic fields. Another becomes significantly more active under high pressure. And one appears to perform best in low-temperature environments."
Killian raised an eyebrow.
"Interesting."
"That means some abilities aren't truly weak. They're just trapped by bad usage conditions."
"Exactly."
Samuel nodded.
"And if that's true, then some of the low-ranked files may need to be reevaluated later."
Killian gave a small laugh.
"Looks like this vault is going to get even more valuable."
Then he stretched slightly and turned toward the deeper part of the floor.
"Take me to the live testing area."
"I want to see what the current experimental results actually look like."
At once, Samuel stepped forward.
"Right away, Boss."
And just like that, the two of them walked deeper into the underground research floor, toward the next stage of Pioneer Tech's superhuman program.
