Martial arts here refers to pure physical combat, men who rely on Haki and the body rather than on Devil Fruits, akin to Rokushiki and more. The strongest of them can crush Fruit users without using any powers at all. Notable examples include Shanks, Garp, and Silvers Rayleigh.
