After a major disagreement in the bloodline research, Danzo received a message from Hanzō's name, stating that Danzo and the council should ignore the assassination of Yoichi in the Konohagakure.
Although he hated the brat and the Uchiha Clan, considering them as unruly bastards — the Amegakure Shinobi's impudence and arrogance inside their village were worthy of his existential dread, deeming the security along with the reputation of the village as of the first and foremost significance in his heart.
As for the past contract between the two, Hanzō and Danzo plainly figured out that this shaky pact was nothing more than a pipe dream to stabilize.

'... He's right, we are still conservative with our approach. The ANBU still proved to be useful but we required much more threatening force to bargain against the other villages!'
Even though ANBU remained under the leadership and orders of the Hokage, the range of their missions along with sufficient manpower was insufficient due to established means.
From Hiruzen's viewpoint, he demanded extreme measures to fend off both internal and external conflicts with an iron-handed force. Another department that would do his bidding regardless of how ruthless it was.
"Go ahead... Build another force as a branch of ANBU. Don't be too conceited, you must provide intel and produce results." In a stern voice, Hiruzen exhibited an authoritative ambiance and glared at Danzo.
Upon hearing Hiruzen's decision, Danzo felt satisfied before he stated, "What about the funding and the manpower? Should I poach for—"
"You can't force them! This is my bottom line. I will discuss the allocation later on. You may now go."
Among Hiruzen's worries as a Hokage was the funding for the growth and development of the village.
Reparations for the family's deceased members, medical supplies, housing, and so many more responsibilities on top of the decisions within the village higher up made Hiruzen feel the overwhelming pressure as a leader.
So Danzo's immediate request irks Hiruzen the most as it required a lot of time, effort, and allocation before it could be built.
Even though the parameter remained undecided, Danzo was delighted and unusually walked away without a ruckus, deeply excited about the future development of his newfound role within Konoha.
Hahaha! You're too soft, Hiruzen... Let me be the darkness of this village!
As he strolled out, Danzo's eyes gleamed with intense malice, preparing for the assignment and the manpower under his influence.
