On the street where the Hulk and Abomination were wrestling, a fully armed helicopter hovered in the air, ready to fire at the two monsters below as soon as they received the order!
On the helicopter, General Ross watched the two monsters, the Hulk and Abomination (Blonsky), wrestling below, his heart filled with mixed emotions.
For many years, General Ross had wanted to create super soldiers like Captain America using the Super Soldier Serum. However, due to the death of Dr. Abraham Erskine, who had developed the original serum, no more Super Soldier Serum could be produced. So, he could only have people re-research it using some old data. The result was turning his former prospective son-in-law, Banner, into the irrational and terrifying monster, the Hulk.
To cover up his crimes, General Ross ordered the army to hunt down the Hulk, hoping to rectify his mistake.
However, after a long pursuit, the army not only failed to pose any threat to the Hulk but also suffered countless casualties at his hands.
General Ross was helpless; he realized that to deal with a monster like the Hulk, he had to create an even more formidable monster to fight him!
That's how Blonsky, his most promising subordinate, became the Abomination below, equally devoid of reason!
Conversely, for some reason, the Hulk retained some rationality after becoming the Green Giant and wouldn't attack others indiscriminately.
This outcome left General Ross bewildered, and he began to wonder if he had truly made a mistake.
"Father, quickly, help Bruce!" At this moment, General Ross's daughter, Betty, pleaded with him, her eyes full of entreaty.

Watching the Hulk and Abomination fighting fiercely on the distant street, Phil Coulson in the car quickly pulled out his phone and called his superior, Nick Fury, the director of the Strategic Homeland Intervention, Enforcement and Logistics Division.
Thinking of the name of his department, Coulson smiled helplessly, planning to definitely suggest to Director Fury that they change their department's name to something shorter and easier to remember.
But now was clearly not the time for that; Coulson had more important matters to discuss with Director Fury.
"Director, have you seen the news? The matter about General Ross creating super soldiers that you asked me to investigate has now yielded results. General Ross has directly created two monsters, each over three meters tall. These two monsters are currently fighting fiercely on 4th Avenue in Harlem, Manhattan. The scene is very chaotic. Nick Fury stood in front of the wide floor-to-ceiling window, looking at the brightly lit New York City in front of him, and replied to Coulson through the Bluetooth headset in his ear!
For years, Nick Fury had been having people monitor General Ross, wanting to know what exactly General Ross's years of research into the Super Soldier Serum had yielded.
Thinking of the report Coulson sent back and the images he had just seen on TV, he finally knew that all of General Ross's efforts over the years had only created two irrational monsters!
Nick Fury had no intention of helping to deal with those two monsters. This was a mess that General Ross, that stubborn fellow, had created himself, so why should he help this activation?
Moreover, General Ross had plenty of firepower and means. If he couldn't even deal with those two monsters, then there wasn't much he could do about it either!
Hearing that Director Fury had no intention of helping, Coulson was a little anxious. One should know that the combat power of these two guys was considerable.
