Hajin laid the draft civil constitution across the regional council table and called Marrick, Hans, and Taren to take their seats.
Marrick adjusted the formal parchment rolls while elder Hans smoothed out the clean provincial documents.
"The civil constitution of the Sixth Region requires five permanent signatures to hold legal weight," Marrick said.
"We possess four sworn seals from the valley, the garrison, the militia, and the trade guild," Hans said.
"The final seat belongs to external diplomacy, humanitarian relief, and civilian welfare," Taren added.
Uriel stood beside the high balustrade while her fingers gently smoothed the hem of her plain traveler dress.
Every veteran guard and guild clerk inside the crowded gallery watched her with open, quiet respect.
Hajin gestured toward the open floor before the regional council with an encouraging and welcoming nod.
