Before that moment, in a quieter, hidden conference room, three top-level executives of DID had gathered, the low hum of air conditioning the only sound. A map of incidents, photographs, and reports lay spread across the table.

"Are we sure about this?" one asked, voice measured, careful.

"If we weren't sure," the second replied, tapping a pen against the papers, "we wouldn't be sitting here."
