Chapter 91 - CHAPTER 91: NAME THE CAMP ARKADIA

Wells had been building the Arkadia case for four days before he presented it.

Ethan knew this because Wells's methodology was consistent: four days of ledger-preparation preceded every major governance proposal he had brought to the camp since the hybrid vote in Day 46. The preparation was not visible publicly — Wells did not circulate the proposal, did not canvas, did not use the pre-session influence that most governance actors used. He simply arrived at the moment of presentation with the case already complete, the etymology written on three pages, and the register of someone who had run every counterfactual he could think of and had answers for all of them.

The central yard at Day 127 was different from the yard at Day 120 when the Skaikru vote had happened.

The two additional Ark fragments had arrived in the past fortnight — one from the eastern crash site Sinclair's teams had located on Day 113 and reached on Day 115, one from the southern ridge approach that had been blocked by the Mountain assault corridor and had only become passable after the Coalition cleared it. Combined with the Mountain refugee integration, the population was now 3,400. The yard was fuller than it had been at any previous assembly. The ellipse that had worked for 2,000 needed to extend well past the ration station's east wall.

Wells at the trestle.

He had the three pages. He spread them on the trestle surface. He did not look at them — had memorized them, as he memorized most things that mattered to him.

"The camp has a name," he said. "The name it has is Camp Jaha. I am proposing that we change it." He said it the way he presented everything: fact first, advocacy second. "The Ark is where we came from. The Ark is not where we are. We are in a place that was built here by us — not by the Ark's Council, not by the Chancellor, not by any structure that existed when we were prisoners of it." He looked at the outer ring of the yard. "Arkadia is the name for a place that holds the people who survived a war. The Ark survived. We named the camp after the structure. We did not name it after the survival." He paused. "We can do that now."

He let the three pages stand without further elaboration.

Sinclair seconded the proposal from the engineering cohort position — a four-word second that was exactly as much as a second required and no more.

Hannah Lee spoke from the pre-Pike formation's position in the mid-ring.

She had been at the camp for thirty-one days now. She had used those days the way she had used the eleven days before the Skaikru vote: watching, building a vocabulary for the camp's political weather before engaging it. Her speech at the Arkadia vote was more prepared than her speech at the coalition vote had been, which was the direction she was trending.

"The Ark is a name that carries our dead," she said. "The people who were floated. The people who died on the Exodus ships. The people who never landed." She was careful to not look at Wells when she said this, which was the specific courtesy of someone who knew the weight of what they were invoking. "If you change the name, you change what this place is to them. Their names are in Camp Jaha. Their children came down as delinquents. Their grandchildren built this wall." She looked at the outer ring. "You are erasing our dead. The Ark has names too. We hold them. You hold yours. Don't put them in the same book."

She stepped back.

The yard was quiet.

Ethan stood at the back of the outer ring.

He had made no move toward the trestle since the session began. The camp knew, at this point, that Ethan's absence from governance speeches was deliberate and consistent — it had been consistent since the day the council was formed, since the fog shelters, since the trial. The consistency was itself a message: what is built here is built collectively, not by the person who designed the plans. Wells's proposal carried Wells's name. The name the camp voted on would belong to the camp, not to the person who had quietly ensured the conditions that made the vote possible.

The vote ran through the faction-representatives — too many people for individual hands, so the sections voted by section-head confirmation, Wells's notation team moving through the ellipse with the ledger.

The count: 73% yes.

Wells registered the result in the ledger.

"Arkadia," he said. It was not a ceremony. It was a notation. "Registered for Polis Coalition records. Effective immediately."

He closed the ledger.

The registration for Polis would go out by runner that afternoon. By the next Naming Day — five days — the Coalition's records would carry Arkadia as the 13th Clan's seat.

He had her argument in memory.

"Don't put them in the same book."

The book — Wells's ledger — already had everyone in it. The Mountain refugees were in it. Tann was in it. Yoss was in it. Joss and Lev were in it. The forty-seven Tondc villagers were in it. The difficulty Hannah Lee was naming was real: the book could become a place where all costs were equivalent, where the mechanism didn't matter, where the person who designed the mechanism and the people who died in it were held at the same weight.

He filed this.

He had six days before the next Naming Day and four before Polis registration confirmed. He had other things that needed attention at 13:00.
