The Ranking System:
The main ranking systems used are the 'Global' and 'Country' Leaderboards - They're not mentioned much, if at all during Freya's 1st year at the academy as the school prioritizes general training and orientation for all new students during their first year. These will get addressed after the 1st year at school.
The Contract's Ranking System:
There isn't necessarily a general public ranking system by way of assignment to specific placeholder values. Though the general public do consider the most renowned contracted beasts to be stronger than others with less feats, as is logical.
Every contract can be unpredictable in their strengths, potential, synergy, and weaknesses. Strength in the public's view is determined via versatility, attack potency, defensive capabilities, and utilities they may provide etc etc.
Some backstory:
The contracts are soul-bound entities that had existed eons before humans came into existence and roamed the world. They defined strength by who lived the longest and/or won the most battles.
After The Convergence, all of these entities/ beings were wiped out, many being destroyed indefinitely while others had the lucky opportunity of attaching themselves to one of the many human souls that roamed their previous world.

Examples of versatile contracts are ones that have the ability to share parts of their power in form of Items & Utilities. Not all contracts can do this as either they lack the power or their strengths lay elsewhere.
