He immediately pulled out his phone and called Henry Hayes. "President."
"Contact the Civil Affairs Bureau. I'm registering my marriage today!"
Henry Hayes was speechless. '...Isn't this a bit sudden?'
"Yes, President. I'll contact them immediately. If it's inconvenient for you to go out, I can arrange for them to come to your home."
Riley Perry said, "We'll go to the bureau."
Cole Sinclair said, "Did you hear my wife? We're going to the bureau."
"Yes, President. I'll get right on it. Please wait for my call."
Half an hour later, Cole Sinclair bundled Riley Perry up warmly and they headed out. When they arrived at the Civil Affairs Bureau, Henry Hayes and three staff members were already waiting for them.
About ten minutes later, two freshly-minted marriage certificates were ready.
As they left the Civil Affairs Bureau, Cole Sinclair gently took the marriage certificate from Riley Perry's hand. "It's cold out. Don't hold anything, you'll freeze your hands."
