The Council statement arrived at 0800.
Not through the emergency provision channel — that was Voss's domain, sealed, moving through the Chair's office at whatever pace the formal process required. This came through the standard Council communication network, the public-facing bulletin that every pack Alpha received as a matter of routine, the kind of document that landed in Felix's inbox alongside trade circulars and border dispute notifications and the administrative mundanity of inter-pack governance.
Carver Aldis had issued a formal statement in his capacity as Eastern Region Council representative.
Felix brought it to the tactical room without comment, which was itself a comment — Felix always had something to say about documents he considered significant, a brief professional observation before he stepped back and let the content speak. His silence this morning told me everything about what he thought of what he was carrying.
