FBM Anomaly Risk-Level Classification
The Federal Bureau of Magic (FBM) has established a four-tier system to classify Anomalies based on their danger level and their potential impact on society. This system serves purposes of monitoring, control, and legislative regulation:
Safe Level
Definition:
Anomalies capable of coexisting normally within large populations.
Description:
Individuals whose powers are weak or easily controlled and pose no public threat or environmental energy instability. These individuals do not require strict oversight in daily life.
Caution Level
Definition:
Anomalies capable of coexisting with the public, but requiring caution.
Description:
Individuals with moderate abilities that may cause harm if control is lost or whose powers may manifest unintentionally (Unintentional Manifestation). These individuals are required to register with the FBM and participate in basic control training programs.
Dangerous Level
Definition:
Anomalies requiring surveillance and restricted movement.
Description:
Individuals possessing high-powered or wide-area destructive abilities. Their energy may be unstable, producing environmental effects. Travel rights are restricted, and close monitoring by FBM officers is required.
Containment Level
Definition:
Anomalies required to remain housed within designated FBM laboratories for their respective regions.
Description:
Individuals with the most severe power levels or critically unstable energy structures that pose major threats to the magical ecosystem and public safety. They are confined to specialized facilities designed specifically to suppress and manage their energy output.
Protests and Development of Anomaly Management Policies (2004)
In 2004, widespread protests by Anomaly populations and civil rights supporters emerged in opposition to Anomaly control laws and perceived violations of civil liberties. Protesters claimed that many Anomalies categorized under Dangerous or Containment Levels should not be segregated or stigmatized as social threats if they demonstrated an ability to control their powers.
Protest Leadership:
The movement was once again led by the Purple Witch (Ms. █████ █████), highlighting her continued effort to protect the rights of the new-era populations she helped bring into existence.
FBM Response:
These events pressured the government and the FBM to take action, shifting policy from "containment" to "training, research, and systematic management", enabling Anomalies to reintegrate into society through regulated self-control.
Energy Control Training Programs (Post-2004)
FBM developed new training curricula and techniques to prepare Anomalies for social reintegration. These programs are centered on two essential principles:
1. IAR (Internal Anomaly Regulation) — Internal Energy Containment
Definition:
A curriculum focused on the internal containment of power.
Description:
Training of mind and body to prevent energy leakage into surrounding environments. IAR aims to stabilize Anomaly energy within the individual at all times, preventing unintentional effects. This method is considered key to reducing the dangerous classification of individuals formerly deemed high-risk.
2. ECP (Energy Containment Principles) — Power Boundary Regulation
Definition:
Principles governing the establishment of operational boundaries during Anomaly energy use.
Description:
Training intended to limit Anomaly energy effects strictly to specific, intentional target zones.
Example:
If a fire-based Anomaly wishes to ignite a matchstick, they must be capable of doing so without allowing the flame to spread outward—such as scorching a tabletop or raising ambient heat beyond designated limits. Mastery of ECP is required for safe daily use of Anomaly abilities.
