You have to understand, there are plenty of people with high bounties in this world—the most notable example being the Zoldyck Family. Almost everyone, young and old, is equivalent to a mobile bank vault, and even Chairman Netero once had a sky-high bounty on his head for a time.
But the question is, who actually dares to act on it?
By the same token, although the Shadow Beasts have decent bounties, how many Bounty Hunters dare to risk offending the entire Mafia hierarchy to hunt them?

As the last word left his mouth, he instantly vanished from his position, reappearing in front of Uvogin at a speed too fast for the naked eye to track, swinging his fists left and right toward Uvogin's coarse face. Leveraging the power of his leg, core, back, and arm muscles, he moved like a precise and highly efficient pendulum.
Every swing delivered a punch accurately to his opponent's face.

Although Uvogin tried to use Ken to defend against the relentless, stormy barrage while also looking for a chance to launch a counter-attack.

Franklin, in particular, opened his modified fingers and immediately began pouring out Nen bullets without a word, attempting to separate the two.
Unfortunately, Allen's combat experience was far from lacking. He instantly used the much larger Uvogin as a human shield, with over two-thirds of the Nen bullets ultimately hitting Uvogin's back, spraying copious amounts of blood.
The intense pain caused the brute to shout uncontrollably, "Damn it! Can you aim properly?!"
"Shut up! A loser doesn't get to talk!" Franklin snapped back testily.
Regardless, he stopped the indiscriminate spray of Nen bullets.
