Chapter 3 - Chapter 3: The Shadow of Politics

The afternoon was fading. A thin haze of smoke floated in the spacious Hokage office.

The Third Hokage, Hiruzen Sarutobi, sat behind his massive wooden desk. His favorite wooden pipe was in his mouth, intermittently releasing puffs of tobacco smoke. His old eyes carried fatigue and a strange diplomatic dilemma.

Several secret files lay on his desk, but his focus was stuck on a single thin Anbu report. It was a daily surveillance report on four-year-old Naruto Uzumaki.

Hiruzen took a long drag from his pipe and re-read the lines:

> Secret Anbu Report (Code: Navratna):

> Subject: Naruto Uzumaki (Age: 4)

> Activity: The target wakes up precisely at 4:00 AM. Cooks his own food. Heads toward the southern forest bordering the village at 5:00 AM.

> Forest Activity: The child sits beneath a banyan tree for hours, swinging a dry wooden twig in the air. No chakra signature detected. Chakra levels are zero/normal. No jutsu practice.

> Afternoon Activity: Returns to his room and reads old history and geography books from the orphanage. Afterward, sits quietly on the floor with eyes closed for hours.

> Mental State: No hostility. Shows no reaction to the villagers' hatred. Completely calm and isolated.

Hiruzen placed the Anbu report on the desk and folded his hands. Deep worry lines creased his aging forehead.

"Hmm... A four-year-old child who plays with twigs in the forest every morning and reads old books quietly in the evening?" Hiruzen thought to himself. "The Nine-Tails' chakra is completely dormant. He displays neither Minato's restlessness nor Kushina's temper. This calm is unnatural..."

Suddenly, the air in the room turned heavy and cold. Without a knock, the heavy office door creaked open. The rhythmic thud of a wooden crutch pierced the silence.

His right arm wrapped in bandages, his right eye covered, and carrying a severe expression on his face, Danzo Shimura entered the room. Two masked 'Root' Anbu shinobi stood like shadows behind him.

"Are you still lingering over the meaningless reports about that boy, Hiruzen?" Danzo's cold voice echoed.

Hiruzen released a cloud of smoke without flinching. "Danzo... you should have requested formal permission before coming here. Maintaining the dignity of the Hokage's position and following proper protocol is essential to project an image of order to the village."

"Image?" Danzo stepped up to the desk. "Time passes, Hiruzen, yet this village remains under immense pressure! We stand on the brink of chaos. A young Hokage is dead, and an old Hokage has had to resume command. The other major villages are glaring at us with greedy eyes, merely waiting for a single sign of weakness so they can strike! And on top of all that... instead of helping find the true perpetrators behind the Nine-Tails' rampage, the Uchiha clan is showing signs of madness!"

Hiruzen let out a deep sigh. "Yes, I spoke to Fugaku about this. But he laid out a long list of his own grievances and outright denied any Uchiha involvement. He claimed that the Uchiha controlling the Nine-Tails is nothing more than an old legend and absolute nonsense! It is deeply frustrating... it's as if they've forgotten that Madara Uchiha fought the First Hokage using the Nine-Tails—an event that started the capture and distribution of the Tailed Beasts! The Uchiha must be investigated, yet they dismiss the accusations and turn around to accuse you and me of stopping them from assisting the Fourth Hokage that night."

Danzo remarked with contempt, "Just as our master Tobirama used to say—the Uchiha clan is essentially madness reincarnated in human form."

Hiruzen nodded grimly. "Surveillance on the Uchiha clan will be increased."

"I have already increased that surveillance," Danzo stated flatly. "I am here for another reason."

"Naruto will remain under my direct care and protection," Hiruzen said firmly.

"Hiruzen, you must understand the village's condition!" Danzo's voice sharpened. "War is knocking at our door! Kumogakure has already tested us, and the humiliation we endured from that incident still burns inside me with rage! We need to show the world that Konoha is still the strongest!"

"We are not ready for war, Danzo," Hiruzen stated clearly. "And I am not starting a war that will cost us further devastation and loss."

Danzo sat down in the chair across from the desk. He locked eyes with Hiruzen and said, "Then prepare for war! Give the Jinchuriki to me. I will forge him into a terrifying weapon that will strike fear into the hearts of our enemies! This is what the village needs right now!"

Hiruzen stood up, a sharp glint entering his eyes. "He is not merely a Jinchuriki, Danzo! He is Naruto—the son of Minato Namikaze! The son of our Fourth Hokage, the very person whose sacrifice ensured this village survived!"

"That was his job description and the duty of the Hokage," Danzo said without hesitation. "The moment he took office, dying for the village became his responsibility."

"Yes, that was his duty," Hiruzen's voice grew heavy. "But not everyone is capable of making such a sacrifice! We chose Minato as Hokage precisely because he was worthy of the title. He fulfilled his duty and made us proud. But we cannot punish his innocent boy for his sacrifice!"

"It is now the boy's responsibility to serve the village and become a weapon of Konoha that warns and terrifies other villages!" Danzo barked bitterly.

Hiruzen glared back. "Weapons don't win wars, Danzo! They might start them, but soldiers win wars. A shinobi is a soldier who protects what he loves. We need Naruto to love this village so he will fight for it!"

"Sentimental bullshit!" Danzo spat.

Hiruzen let out a dry laugh tinged with cold fury. "Bullshit? The real bullshit is what you've been doing! Do you truly think I haven't noticed the rumors circulating through the village about Naruto? Do you think so little of me?"

"We must test loyalty by any means necessary," Danzo replied without flinching.

"He's a four-year-old child, you idiot! He doesn't even know the meaning of the word!" Hiruzen's voice boomed.

"We are facing the possibility of a war, Hiruzen!"

"And you are provoking another!" Hiruzen interjected. "That child needed to love the village, not become the target of its hatred!"

"We needed the rumors to confuse and frighten enemy spies," Danzo offered in defense.

Hiruzen forced himself to calm down, though his eyes remained fierce. "Yet those rumors created a wave that has made the boy ignore the village entirely!"

"Hand him over to me, I will—"

"Shut up!" Hiruzen cut him off sharply. "Do you have any idea how to train a Jinchuriki? Even Lady Mito left behind virtually no instructions. Yet those Kumogakure bastards somehow managed it—the second strongest Bijuu has been tamed by its Jinchuriki! The only lead we have is that the Jinchuriki was loved by his brother. That's the only clue we possess!"

"Perhaps they have a secret training method," Danzo mused.

"Perhaps! But we have no way of knowing. Jiraiya is keeping his eyes open for information, but I have little hope there—he is far more focused on tracking down Orochimaru."

"Another failure. What a waste," Danzo sneered.

"Yes, and what a marvelous job you did with him," Hiruzen retorted sarcastically.

"That was not my fault!" Danzo's brows furrowed.

"Do you take me for a fool, Danzo? I know you better than you know yourself," Hiruzen slammed his hand on the desk, delivering his final verdict. "You will stay away from the boy!"

Danzo's expression remained cold and unreadable. He quietly stood up, grabbed his crutch, and left the room without another word.

[Scene Change]

In the quiet forest on the outskirts of the village, four-year-old Naruto sat motionless in the lotus position beneath a massive banyan tree.

An invisible, subtle flow of Nature Chakra circulated around his small body. Naruto wasn't training like an ordinary child or shinobi; he was immersed in deep spiritual cultivation, refining his awareness and preparing his future path.

When a Jinchuriki and his Bijuu achieve harmonious alignment, it doesn't merely amplify the host's power—it multiplies the Bijuu's capabilities exponentially.

Due to Naruto's deep spiritual training and connection with nature energy, Kurama's sensory power had expanded tenfold. Using nature chakra as a medium, Kurama could project his consciousness and perception anywhere across Konoha at will.

Neither the walls of the Hokage office, the Anbu perimeter, nor Danzo's hidden barrier could conceal anything from Kurama's all-seeing perception.

Deep within the mindscape, behind the giant sealed cage, the Nine-Tailed Beast opened his glowing red eyes and let out a low chuckle.

"Hmph... Those two old politicians were busy playing their game of political chess over you inside the office, boy," Kurama's deep voice echoed in Naruto's mind. "Danzo wants to forge you into a terrifying 'sword' to seize power, while Hiruzen wants to bind you with the Fourth's sacrifice to turn you into a sacrificial 'shield' for the village. Both preach about the village's greater good, but inside, it's all self-interest!"

Naruto didn't open his eyes. Amid the serene flow of nature energy, his breathing remained perfectly undisturbed.

"I know," Naruto replied in his mind with complete composure. "It's the eternal rule of politics. A clever politician never reveals his true motives. Outwardly, they chant about 'village security,' diplomatically maneuvering to bring me under control, while internally playing games of power and political legacy."

"So what will you do in their game?" Kurama asked with genuine curiosity.

Naruto slowly opened his bright blue eyes. A tranquil, unfathomable radiance sparkled within them—a clarity far beyond their political deceptions.

"We do nothing," Naruto said with a faint, peaceful smile. "Let them believe they are moving the pawns. As long as they stay entangled in their political games, we will continue our cultivation. When the sun of truth rises, their intricate political webs will crumble on their own."

Naruto gently closed his eyes once more, drifting back into deep meditation with nature.
