Chapter 2 - 1.1 Welcome To Kaze City Chief Investigator

Kaze City. 

A city built on land near the largest sea on earth, spanning around 150 miles on the west coast of the largest continent in the world, with a whopping population of almost 6 million people. The city was given its name because it was mainly powered by wind turbines that consistently spins because of the strong winds that came from the sea. It was separated into five different sections; North, South, East, West and Central, with each section having their own traditions and way of life. Kaze was once known for its vibrant environment and peaceful nature, however, criminal organizations quickly took over the city turning it into the worst place on earth with a crime rate of 95-98% in each section. It wasn't until a few months ago a new group appeared and liberated Central Kaze from all criminal organizations, leaving only remnants behind. This group was called "The Agenda."

Central Kaze Crime Rate: 5%

Mio Takamira, an investigator from overseas who had just been promoted due to her skills and achievements had just flown into Kaze to reveal the true nature of "The Agenda", and have them arrested for whatever crimes they had committed. At the time she wore a black suit with her hair tied up in a ponytail. After grabbing her luggage, she quickly made her way outside and hopped into a cab. While driving, she began to interrogate the driver.

"I heard that these Agenda fellows are quite ruthless," she said. 

"It must be quite hard for citizens like you to live a normal life knowing people like that run around freely in your city."

Once the driver had come to a red light, he finally turned to Mio and decided to speak.

"Whoever told you those lies should be ashamed of themselves Ma'am."

"In fact it's quite the opposite, it's because of "The Agenda" why citizens like me are able to live normal and peaceful lives."

"Those guys are basically heroes to us."

Mio then dropped her head and sighed. 

"Apologies if I offended you, it was not my intention."

"It's fine," the driver responded while laughing.

"We expect others from outside our city to see things like that."

The ride from that conversation on was silent.

Once Mio had reached her hotel, she quickly downloaded all of her luggage and immediately stormed off to the police station.

After arriving at the station she was quick to make herself known to the officers on job.

"My name is Mio Takamira, 18 years old and I'm an investigator sent to investigate "The Agenda" and their crimes." 

Upon hearing this, the station fell quiet until a man with white hair and a somewhat shaved beard wearing black button up with a gray tie and white pants came out and yelled at everyone prompting them to get back to work.

He then pulled Mio to his office.

"I was told that you were supposed to show up tomorrow," he told her.

"I was, but I was so eager to start this case that I got my own flight and came here early," she responded.

The chief looked at her almost confused and then he scratched his head.

"Listen, there's nothing to investigate with these guys, they are all seen as heroes in this part of the city and you trying to get them locked up based on theories will anger the civilians."

After talking for a while, Mio walked out of the chief office and sighed.

"Why is everyone acting like these criminals are some sort of heroes?"

Just then the elevator door opened and a young man walked out with a bunch of newspapers in his arms. He wore a yellow jacket with black jeans but his most noticeable feature was the round glasses he wore. 

At the sight of him, everyone in the office greeted him.

"Good Morning everyone," the boy responded.

"Who is he?" Mio asked.

"He is Taro, he usually comes around here every now and then to hand out newspapers," the chief responded.

"Hey Chief, I got your special edition newspaper for you," Taro shouted.

"Special Edition!?" Mio said confusingly.

"Ah thank you."

Mio then ran up to Taro and grabbed his hand.

"Hey, don't you think The Agenda is a little suspicious," she asked.

"H-Hey, Mio," the chief said nervously.

"Not at all, as a matter of fact they saved my life a lot in the past," Taro responded.

Hearing this Mio stormed out of the station angrily.

"I came here to take these guys down, but everyone basically worships them. What the hell is wrong with people in this city?"

She then ran around Central Kaze and questioned multiple civilians but all of them gave her the same answer.

The Agenda isn't a group of criminals, they're heroes.

A Few Hours Later…

Mio came to a halt and sat down on a park bench.

She then planted her face into her hands, frustrated.

Just then Taro appeared and tapped her cheek with a cold bottle of water.

Mio jumped up startled. "Oh, you're the kid from the station," she said.

"Kid? You do know we are the same age right?" Taro responded.

"Here drink this, you look like you need it right now," said Taro passing her the cold bottle of water.

Mio quickly drinks the entire bottle of water before letting out a refreshing sigh.

"Thank you," she tells him.

"No problem." "So found whatever answers you were looking for?"

"No, they were pretty much all the same from everyone."

"Some people even got angry at me."

Taro then laughs nervously.

"Well, you were warned."

"So, what now?"

"Huh? What do you mean?"

"Well, since The Agenda aren't the bad guys, what do you plan on doing now?"

"I don't know to be honest, I thought I could save this city and bring it back to the Utopia it once was but Central seems fine so I'll probably move onto a new area."

Just then Taro, who was speaking politely and softly, changed his tone to a more aggressive one.

"Don't do that," he said.

"Unless you're looking to die."

"The other sections of Kaze are practically warzones even before Central became this peaceful again, no offense to you but you'd die the moment you set foot into any of the other sections."

"That's why the airports there don't even fly anyone in or out."

Taro then shifts his tone again and apologizes.

"Sorry if I scared you or anything, but promise me you won't do something as careless as that."

Mio, feeling the sense of worry coming from Taro then reassures him that she'll take his words into consideration.

The two sat at the bench for a bit longer in silence, however that silence was quickly broken by someone else standing nearby.

A skinny man who looked like he hadn't eaten in forever walked over to Mio and Taro and stood behind them.

Mio turned to him.

"Can we help you si-,"

Before Mio could finish her sentence an explosion erupted.

Luckily Mio was able to push Taro out of the way in time, but she still got caught up in the attack.

Taro then slowly picked himself up, shaking his head for a bit.

Turning around all he saw was Mio taking a fighting stance against a now bigger and bulkier dude.

"I know you, but you should be in prison, why? Why are you here?" Mio asked.

"Isn't it obvious? I'm here to kill you and avenge my comrades," said the grunt.

Mio then looks over to Taro and runs away leading the fight elsewhere in the park.

"I refuse to get an innocent civilian mixed up in this. And what's with this guy, he didn't have the ability to transform like this last time I saw him, and how did he escape prison."

Mio then came to a halt and attacked the grunt, however her attacks did no damage to him. 

He then grabbed onto Mio and slammed her into the ground, before picking her up by her hair.

"Pitiful," he said before tossing her back onto the ground.

The grunt then picks up a boulder in the park and gets ready to crush Mio with it.

"As a child, I was always told that fighting wasn't my strong suit but I wanted to prove everyone wrong. So I took on the hardest challenges and completed them no matter how much I struggled."

"So why? Why now?"

Just then something happened to Mio that hadn't happened at all for a long time.

She began to cry.

As the boulder came down above her Mio could only close her eyes and await her terrible fate.

However that terrible fate never came.

She opened her eyes only to see Taro standing over her with the boulder in hand.

"You okay?" he asked her.

"Obviously not but at least you're still alive."

"Stay there, I'll handle this."

Taro then crushes the boulder he was holding onto and elbows the grunt causing him to get blown away from the injured Mio.

"I don't know how you got into Central Kaze without us knowing but you've made a mistake making a ruckus this big."

Taro then clenched his fist and unleashed a bit of energy before rushing at the grunt landing a few blows to his core area followed by an uppercut.

The grunt could only scream out in pain from Taro's attacks as Taro was too fast for him to even track.

"W-What the hell are you?" 

"I'm the guardian of this city and the leader of the Agenda," Taro claims as he takes his jacket and glasses off.

"Taro Akuma."

Hearing this, the grunt panicked.

"Leader of the Agenda…no way you're him?"

"Dude, I just said so?"

The grunt then took out a pouch and opened it consuming a bunch of pills.

"What are you doing?" Taro asked.

The grunt then powers up, growing bigger and bigger by the second. Eventually he stopped looking human.

"I'll kill you right here and now along with the girl," the grunt yelled.

Just then he released an energy wave towards Taro, who activated his ability creating a prism that caught the attack of the grunt and trapped it.

"Here, you can have this back."

The attack was sent back towards the grunt, faster and stronger than the one he sent towards Taro in the first place and because of his gigantic body he could not dodge in time and took the full force of the attack.

After he was defeated the grunt fell to his knees, unconscious.

Mio, who had been watching the whole fight tries to say something to Taro but passes out due to her injuries instead.

A little while after, police and other low ranking members of the Agenda arrive on the scene.

"You guys are late," Taro scolded them.

"How can we maintain peace if we are this slow? And how did this guy get past inspection?"

The police and Agenda members could only apologize to Taro.

But Taro just sighs.

"I don't want your apologies, I just want you guys to do better."

The police then arrested the grunt and Taro instructed his allies to take Mio to his house and tend to her injuries.

"Well, it's been an eventful day for you hasn't it," Taro claims to the unconscious Mio.

"I was testing you because I didn't know if I could trust you, but you seem to be trustworthy enough."

Taro looks towards the sky before muttering, "Welcome to Central Kaze, Miss Investigator."
