CHAPTER 34 – Echoes Beneath the City

Night had returned to Liberty City like a bruise. The rain was gone, but its scent clung to every stone; puddles reflected the pale streetlights, turning the roads into shifting mirrors. Somewhere deep below the concrete, engines hummed quietly—subway turbines, secret facilities, and older things no one had written about in decades.

Detective John Stellman moved through the ruins of District Seven, his coat brushing against blackened walls. The government had cordoned off the zone, but he'd slipped through before dawn. He needed to see it for himself—the pattern of destruction, the scent of ozone, the symbols carved into steel beams by heat that shouldn't exist.

He knelt beside a half-melted drone shell, brushing ash aside. Underneath, in letters only visible under ultraviolet light, someone had etched a message:

> "THE EYE AWAKENS."

He exhaled slowly. So it begins again.

Behind him, Gina whispered, "Who would leave a message like that?"

He placed a metallic device on the table. Its surface pulsed faintly like a heartbeat.

"This city thinks it understands order," he said softly. "It's built on false light. We'll remind them what true order looks like."

One of the figures—a woman with glass eyes—asked, "And if Stellman finds us?"

H.I.M. looked toward the ceiling as if he could see the detective moving above the streets. "Then let him. Every hunt needs a hound."

He pressed a button. The device opened like a flower of steel, revealing a flickering hologram—maps, energy grids, political lines. But in the center, a rotating symbol: an eye inside a triangle, surrounded by codes from the original White Room archives.

"The Eye Protocol," whispered someone. "You actually rebuilt it."

H.I.M. didn't reply. He only smiled—a thin, humanless curve.

Meanwhile, Stellman entered the underground war-room beneath the National Bureau. Screens filled the walls, static flickering between news feeds and data streams. Reporters spoke of "rogue explosions," "terrorist interference," "classified technology leaks."

In the center of the chaos stood Director Voss, tall and severe, his gray hair slicked back. "Detective Stellman," he said without turning. "You've seen the site?"

"Yes," John replied. "And I found this." He slid the drone fragment across the table.

The Director stared at it for a long time. When he finally spoke, his voice was low. "I hoped I'd never see that symbol again."

"What is it?" Gina asked.

"The mark of the White Room's secondary program," Voss said. "A protocol we sealed thirty years ago. If H.I.M. has it… he has the blueprints to rewrite every surveillance grid, every defense network in the country."

Gina froze. "Rewrite?"

Stellman's eyes narrowed. "He's not destroying the system," he said slowly. "He's taking control of it."

Voss nodded. "He's turning the city into a mirror—one that only reflects him."

Night stretched on. Streets emptied. Neon flickered. In a distant alley, a beggar lifted his head as two men in black coats passed, leaving behind a small sealed envelope. The beggar waited until they vanished, then stood upright, his eyes glinting with unnatural light. He opened the envelope and smiled faintly.

Inside was a single phrase, handwritten:

He looked up at the moon, and for a brief second, his shadow moved before he did.

Then the fog thickened. The silhouette blurred. By the time John stepped forward, he was alone again—only the faint imprint of boots on the wet bridge remained.

Deep underground, H.I.M. watched the feeds go live, his face reflected in hundreds of screens.

"Phase II," he murmured. "The city sees… only what I allow."

He looked to his followers. "Now, we begin."
