Chapter 24 - Chapter 23: Madripoor’s Self-Absorbed Development

Pierce left.

Fury returned to his office. He stood in front of the French window, looking out at the agents below with a blank expression, lost in thought.

Knock! Knock! Knock!

There was a knock on the door.

"Come in," he said.

The door opened and closed. Light footsteps sounded behind him.

"Director."

Fury turned around to see his three most capable agents: Level 6 agents Phil Coulson, Natasha Romanoff, and Barton.

"Take a look."

Fury handed them a document. The three took it and read through it. When they saw the contents, they immediately frowned. As top agents, all three had been briefed on the Madripoor incident.

However, was this not a suicide mission?

"Director, this mission…" Phil Coulson, the oldest of the three, was the first to speak, but Fury interrupted him.

"We can't refuse this mission, but you won't be stepping foot in Madripoor directly."

"You mean, observe first?" Phil Coulson and the other two's eyes lit up.

"Wait a while, then have some industrial companies go in under the pretense of cooperation. When you think the time is right, go there for a month-long vacation. There's no mission, just have fun. Understand?"

"Wow, that's great. I heard it's the commercial core of Southeast Asia and very developed," Natasha Romanoff, the only female agent present, raised her eyebrows, seeming pleased.

Phil Coulson and Barton both understood. Perfunctory missions were one thing; secretly observing was another.

"Can I bring a friend, Director?" Barton's tough, resolute face broke into a happy smile, and he seized the opportunity to propose a condition. After all, playing with friends was much better than going alone.

"As long as you're not trying to buy yachts and high-end villas." Fury didn't mind. The treatment for his capable subordinates had to be satisfactory, otherwise, no one would want to work for him.

Natasha Romanoff didn't care about that; she decided she would have a good look around. After all, many good luxury goods had been released this year.

"Director, what if it's all true?" Phil Coulson asked calmly, with some concern.

Madripoor was a powder keg that had quickly become the focus of the world's attention. If they weren't careful, it could cause a huge disaster, which would be a fatal blow to the world's relatively peaceful situation.

"Approach slowly. Don't try to do anything that would anger them," Fury said. His style had always been tough. He believed that everything in the world with dangerous factors must be monitored. In the Mutant community, every one of the supposedly gentle X-Men had been analyzed, and specific combat plans had been studied.

But toughness didn't mean rigidity, or stupidity. Acting rashly without even knowing the other party's personality and strength was just foolish and a death wish.

The best way was to get in touch, find out their personality and abilities, and then formulate the next step of recruitment and monitoring. This was the correct course of action.

To put it bluntly, it could be called bullying the weak and fearing the strong. Fury didn't care. He only cared about the results.

"Go, your vacation has begun."

"Thank you, Director."

The three agents, relieved of their burdens, left happily, leaving Fury alone in his office with his mind wandering. "I think it's time to meet him."

The entire world situation had become strangely calm because of Madripoor. All parties were watching.

Meanwhile, Madripoor, the source of the turmoil, completely ignored all of this and began a vigorous period of construction and development under a series of new orders.

With sufficient funds and channels, a large amount of food, supplies, and materials were purchased from outside the country, and a large number of workers were recruited and trained to transform the Lower City.

The Upper City was already highly developed, better than the capitals of some countries. After all, a large number of wealthy and powerful people had lived there, and all the facilities and buildings were world-class or even top-notch. It was only the Lower City that was filled with backward, old, and dilapidated houses, incomplete buildings, and a dirty, poor environment.

After a series of investigations by a team of engineers and architects, a construction plan was formulated. The old roads and buildings were torn down, and simple bungalows were built to allow the previously homeless residents to move in and provide them with jobs, such as moving goods, driving, and cooking.

In a large-scale development like this, there would be a surplus of jobs, not a lack of laborers. In addition, the new Madripoor government offered a modest salary, but food, clothing, housing, and transportation were all provided, which was more than enough compared to the bleak life in the past slums. The government also promised that after the construction of the Lower City, these residents would get their own houses.

Some elderly people who were too old to work would also be placed in nursing homes, and nursing homes, orphanages, hospitals, and other facilities would need a large number of workers. In ancient times, work-for-relief was one of the best options.

A bustling life and a thriving economy would only consume materials and money during the initial development. Once everything was built, the funds would circulate, and taxes would be fed back to the Madripoor government. Both the path and the method were feasible.

The only drawback was that there would always be some greedy people in the process. But not in Madripoor. After Leon's miracle, everyone would fight and work hard, not just because of hope, but also because of the fear of divine punishment. The image of the sinners turning to ashes in the golden holy flame was still vivid in their minds.

Leon would not be stingy with money. It might be important to ordinary people, but to him, it was meaningless. What he wanted was faith. When he felt the explosive accumulation of liquid in the fantasy crystal, Leon was filled with the joy of a good harvest.
