Chapter 100 - The Survivors

"Is that all?" Marcus muttered from the rooftop of the building, watching the National Guard retreat in disarray. He couldn't help but feel a pang of disappointment. Yet, after a moment's thought, it wasn't surprising. These weren't the hardened Cadian soldiers he'd encountered in the Warhammer Universe. Facing monsters far beyond their comprehension, it was only natural for them to flee.

"Hmm, should I escalate the situation even further?" Marcus mused, stroking his chin. According to his predictions, the distraught politicians, on the brink of being ousted by public opinion, would have no time to focus on Raccoon City anymore. This meant Marcus would have ample free time to secure his remaining three mission objectives: the Abyss Virus, located at the bottom of the Kermadec Trench in northern New Zealand; the Las Plagas Parasite, controlled by the Cult of Light in a remote Spanish village; and the Cadou Mold, controlled by Mother Miranda in a secluded Eastern European village.

"However, there's no need to rush to complete the mission now," he decided. With the might of an army at his disposal, Marcus was no longer merely seeking a few lottery opportunities, but the resources of the entire Resident Evil world. Of course, despite possessing the Marker, Marcus had no desire to become a tyrannical ruler. He had his own, more calculated plans.

Leaping down from the building, Marcus swiftly returned to the Raccoon City Police Department. After the recent battle, all zombies in Raccoon City had been cleared out, and the Slashers had located hundreds of survivors from various shelters. Raccoon City, which originally boasted over a hundred thousand residents, was left with only these few after the T-Virus's devastating sweep. Less than one in a hundred had survived. This was still the result of Marcus's intervention; had events unfolded as per the original plot, that number would have been halved.

The police station lobby was now a cacophony of voices. Hundreds of survivors huddled together, repeatedly watching the video Marcus had broadcast. "Damn Umbrella Corporation!" was the pervasive cry, as almost everyone cursed the corporation with the most vicious words. Scanning the crowd, Marcus spotted many familiar faces: Jill, Carlos, Tyrell, Sherry and her mother Annette, and Dr. Bard. Carlos, Tyrell, and Annette were currently surrounded by an angry mob, facing a barrage of verbal attacks. The reason was simple: they belonged to the Umbrella Corporation, and its infamous logo was still emblazoned on their uniforms. Having just learned that Umbrella was responsible for the horrific Raccoon City disaster, the other survivors naturally harbored deep resentment towards them. Fortunately, due to the intervention of Officer Marvin and Isaac, the situation hadn't escalated into physical violence.

Seeing Marcus walk in, Isaac immediately pushed through the crowd to reach him. "You're finally back. What should we do now? We can't keep them here indefinitely, can we?" Since the zombie disaster in Raccoon City had subsided, the immediate challenge became the resettlement of these hundreds of survivors.

"What else can we do?" Marcus replied, a hint of amusement in his voice. "Of course, we'll make a big deal out of it." Isaac looked bewildered, clearly not grasping Marcus's meaning. Marcus waved a hand. "Aren't there plenty of unwanted cars nearby? Just give them to them and let them leave, won't that work?"

"Well, but... didn't that video say there are troops blocking the city outside right now? That's why they're crowded here and haven't left," Isaac countered, unaware that Marcus's Slasher legion and Tyranid Warbeasts had already routed the National Guard. He also didn't know the video had gone global.

"Who do you think released that video?" Marcus asked, patting Isaac's shoulder. "The range of my broadcast wasn't just Raccoon City, but the entire Earth. Conservatively estimated, about two to three billion people now know about Raccoon City. As for those troops, do you think they can stop hundreds of thousands of Slashers?" Isaac stiffened, recalling the faint gunfire he had heard earlier. "You didn't possibly...?"

"Alright, I'm not that insane; I still let a lot of people go," Marcus assured him, shaking his head. "This country's government originally planned to drop a nuclear bomb here tomorrow. If we didn't scare them off, do you think we could stop them? What's more, don't forget, we are not people of this world; we are naturally in opposition to this world's government."

Without waiting for Isaac, who stood stunned, Marcus leaped onto the Marker at the center of the lobby. After a few heavy coughs to draw everyone's attention, Marcus immediately spoke, his voice projecting through the hall. "Survivors of Raccoon City! I am Marcus, Captain of the Ishimura." He paused, letting his declaration sink in. "As you can see, the content of that video is all true and accurate. The disaster in Raccoon City indeed originated from the Umbrella Corporation and the American government."

Saying this, Marcus produced a stack of research reports from his backpack—precisely what the lictor had collected from the Umbrella underground base. Marcus handed these reports to Chief Marvin, who quickly duplicated thousands of copies and distributed them to everyone present. "And now," Marcus continued, his gaze sweeping over the crowd, "I believe that you, the survivors, as residents of Raccoon City, have the responsibility and obligation to expose the actions of the Umbrella Corporation to the rest of the world."

The moment his words fell, a heated discussion erupted in the lobby. Some, like Jill, Carlos, and Annette, questioned Marcus's true identity and the situation of the Slashers outside. Others, like Chief Marvin, meticulously examined the research reports, reconfirming Umbrella's nefarious research. Still others simply declared their immediate desire to leave Raccoon City, even at the risk of being captured by the soldiers outside.

Seeing that the clamor wouldn't subside for a while, Marcus reluctantly reached out and touched the Red Marker. The next second, an invisible, faint mental pulse radiated outwards, and everyone in the lobby instantly fell silent.

"You don't need to worry that the Umbrella Corporation or government departments will harm you," Marcus reiterated. "The troops stationed outside Raccoon City have been completely defeated. And that video has been disseminated to all countries globally; billions of people already know everything that happened in Raccoon City. What you need to do is to act as living witnesses, take these research documents, and cooperate with various media to expose the Umbrella Corporation's evil research to the entire world."

Marcus then jumped off the Marker, released his Tyranid Warbeasts, and issued an eviction order to most of the survivors. Faced with the terrifying Tyrant Xenomorph, almost everyone chose to leave the police station, found vehicles that could still start on the roadside, and quickly drove out of the Raccoon City area.
