In the midst of reconstruction, Konoha City bustled with laborers carrying heavy cement bags and lumber, building the new imperial palace of the Leaf.
Inside the Grand Advisor's estate,
Homura Enshō and Orochimaru were deep in discussion over their next plans and strategies.
"You're suggesting distributing ninjutsu freely so that all civilians can learn it?"
"Exactly."
Orochimaru licked his lips, golden pupils gleaming with excitement. "Those foolish ninja villages locked away all their developed jutsu in forbidden scrolls, all because they feared civilians learning ninjutsu and losing their edge."
Take Konoha's secret clans for example—
The Nara Clan's Yin Release Shadow Imitation Technique was seen as mysterious and exclusive, touted as a bloodline-only ability. They claimed that only the Nara could learn it because of a special chakra affinity.
But if it were made public, people would quickly realize that while the Nara might have a slightly better natural affinity for Yin Release due to centuries of tradition, that difference was negligible.

Homura Enshō hesitated. "If we let everyone learn chakra, won't it cause chaos?"
As the Daimyō, his greatest fear was unrest.
Orochimaru's proposal was bold—too bold. If implemented, it could make the Konoha Empire a target for every major village, because it would overturn centuries of ninja-world hierarchy.
Orochimaru just smiled, cold and snake-like. "Tighten surveillance. Any civilian who successfully cultivates chakra will be made a new noble of the Konoha Empire."
"Once these new civilian ninjas get a taste of power, they'll never want to go back. We won't need to suppress the old clans—they'll do it for us, willingly shedding blood for the Empire."
He handed Homura a thick plan he'd prepared long ago.
Orochimaru had once built the Sound Village in just a few years after becoming a rogue ninja. His administrative skills were sharp—it was only that he'd never focused them on governance.
Homura's hands trembled with excitement as he read, applauding nonstop.
"Once civilians awaken chakra and learn ninjutsu, I'll place curse seals on them to accelerate their growth."
Orochimaru's eyes gleamed.
The curse seal was his proudest creation—it allowed him to embed his chakra into others, indirectly exerting control.
He'd tested it before.
Once curse-marked, the Sound Four could use jutsu infused with Orochimaru's chakra. Though not every jutsu was replicable, those released in cursed states left enough trace that Orochimaru could redeem them from the game store.
That alone made becoming Grand Advisor worth it.
Just imagine—tens of thousands, maybe even hundreds of thousands of civilians, all marked with curse seals, all using jutsu with his imprint.
How many reward points could he harvest?
Just thinking about it made Orochimaru's tongue writhe with excitement.
"This is the true era… of universal ninja!"
His gleeful laughter echoed throughout the estate.

Ōnoki looked solemnly over the Iwa clans.
They had been given fifty Arad Continent maps—allowing fifty shinobi to enter the new world.
The key detail?
The new world didn't restrict real-world power, meaning even he—who'd just received his game invitation and barely hit Level 7—could fight at full strength in Arad.
"Old man…"
Yellow Earth's eyes were full of concern. "Your Dust Release was powerful in the old ninja world, but this is the era of the Samsara Game now. Don't underestimate it."
Since becoming a player, he had seen his father's stats firsthand.

He had confidence.
