Chapter 259 - Chapter 259-95: Jack the Draught

The Summit War had finally come to an end.

It left deep scars across the world. Both the Whitebeard Pirates and Navy Headquarters took massive losses, and now both sides had entered recovery mode.

For the Navy, killing Whitebeard was a huge win on paper — but letting two major criminals escape in front of the entire world? That was an embarrassment.

And the ones who pulled it off weren't even the Whitebeard Pirates. The real credit — or blame — went to one man:

Uchiha Chiyu.

He beat down the legendary Garp, rescued both Ace and Zephyr, and helped everyone else retreat safely. From that day forward, Uchiha Chiyu became the Navy's worst nightmare — their number one enemy.

At the hospital, Fleet Admiral Sengoku and Staff Officer Tsuru paid Garp a visit.

Garp had been badly injured by Chiyu not once, but twice. And with his age, recovery wasn't going to be quick.

"Garp, how are you holding up?" Tsuru asked, frowning.

Garp was still lounging in bed, munching on apples like nothing happened. "I'll be fine. This? Just a scratch!"

Sengoku gave him a look. "Quit acting tough. The injuries Chiyu left aren't exactly scratches."

"And besides... sure, we killed Whitebeard. But the way everything else went? The World Government's not thrilled."

Garp exhaled. "Zephyr and Ace being rescued... yeah, I'll own that. Punish me however you want."

"You once saved the Celestial Dragons," Sengoku replied. "They won't touch you. But that doesn't mean they're not pissed."

"Some people are even saying... you let Ace go on purpose."

That made Garp sit up, furious. "What kind of crap is that?! If I wanted to let him go, would I have done it in front of a damn crowd?!"

Tsuru spoke calmly. "We trust you, but… when Chiyu turned into your grandson Luffy, you hesitated. You held back."

"And that guy's a pirate now too," she added.

Garp scratched his head, grumbling. "Yeah... what can I say? He's my grandson. That bastard Chiyu somehow got every detail right. I couldn't even tell it wasn't Luffy. I got played hard."

Sengoku nodded grimly. "That guy's slippery. Clone, disguises, transformations, intel from all over the world... take your eyes off him for one second and you're already ten steps behind."

"He snuck into Impel Down by turning into Hannyabal — walked right in like he owned the place."

Tsuru sighed. "He's becoming a real force. At this rate, he might not just be the next Whitebeard…"

"He could be the next revolutionary leader. The next Monkey D. Dragon."

She shot Garp a look. "Seriously, look at what you've done."

Garp threw up his hands. "Hey! That's not my fault!"

"…Isn't Dragon your son?" Tsuru raised an eyebrow.

Garp sighed. "Okay yeah, but him becoming a revolutionary wasn't my idea!"

Sengoku chuckled dryly. "You're the Navy's golden boy — your son's a revolutionary, and both your grandsons turned pirates. What were you teaching them, huh?"

Garp winced. "...I dunno."

Tsuru shook her head. "Forget it. Doesn't matter anymore."

"What matters is this — we have to take Chiyu down. If we don't, he's gonna flip the whole damn world on its head."

Sengoku sighed. "I'd love to — but that's easier said than done."

"Not only is he insanely strong, he's got weird abilities, knows everyone's secrets, and his crew is growing fast."

Tsuru nodded. "True. But that's how we know his weaknesses too."

"Like what?"

"Well, he'll do anything to save his people. And he absolutely hates owing anyone — he'll always pay a debt."

"As long as someone still has values like that, they're not impossible to exploit. It's only when someone becomes completely cold and numb that they're truly dangerous."

Sengoku exhaled. "You're not wrong. But we already tried using Zephyr and Smoker to bait him. Didn't work. Still couldn't kill him."

Tsuru went quiet for a beat.

"Yeah... he's not easy to kill."

"But we have to. Or this whole world's going to fall apart."

Sengoku gave a tired smile.

"Too bad I won't be in charge long enough to see how it plays out."

Garp blinked. "What do you mean?"

Tsuru looked over. "Garp, haven't you heard?"

"Yeah, we killed Whitebeard. But Ace and Zephyr escaped, and Chiyu walked out alive. The Celestial Dragons are furious, the World Government's losing faith, and the Navy's bled dry. Someone has to take the fall."

Garp stopped chewing. "Sengoku… you're taking the hit again?"

Sengoku gave a calm, relieved smile.

"I don't mind. Honestly, this might be the first time I've felt free in years."

"I'll step down as Fleet Admiral. But I'll stick around — probably help out as a strategist or something."

Tsuru added, "Didn't the World Government offer you the title of General Inspector?"

"That's not bad. In theory, you'd oversee the whole Navy and even have judgment authority over life and death."

Sengoku laughed. "Key word: in theory. It's just a shiny medal."

"But it's fine. I can finally do what I want again."

Garp chuckled. "That's not so bad."

"Roger's gone. Whitebeard's gone. We're just a bunch of old men now... maybe it's time we actually lived a little."

The three of them exchanged a look — then all smiled.

Soon after, news of Sengoku's resignation swept the world.

The Summit War had ended in failure. The man who'd killed Whitebeard — Uchiha Chiyu — had escaped clean, and the Celestial Dragons were furious.

Because of this, Sengoku stepped down, though he remained in the Navy as General Inspector.

Naturally, someone had to take over.

Sengoku, Tsuru, and Garp all supported Aokiji Kuzan as the next Fleet Admiral. But the World Government and Celestial Dragons wanted someone more ruthless, more brutal:

Akainu Sakazuki.

Aokiji and Akainu already hated each other. This pushed them past the breaking point.

They couldn't work together — so they fought for it.

No one knows where the battle happened. No one saw what went down.

But in the end, Akainu won.

He became the new Fleet Admiral.

Aokiji disappeared without a trace.

Of the three Admirals, one got promoted, one vanished, and only Kizaru was left.

The Navy responded with a global recruitment campaign and promoted two powerful newcomers as Admirals:

Fujitora — a blind swordsman with gravity powers. Calm, just, and guided by his own morals. He'd defy even the World Government if he thought it was right.

Ryokugyu — a plant-maniac extremist who believed only member nations deserved human rights. A fanatical Akainu loyalist and zealot of the Celestial Dragons.

In short — Fujitora carried Aokiji's spirit, while Ryokugyu was Akainu's attack dog.

As Fleet Admiral, Akainu moved Navy HQ to the New World, converting the old G1 base to strike deeper into enemy territory — especially toward one target:

The Four Emperors.

The ruins of Marineford? Left behind as a ghost of history.

Akainu's strategy? Simple:

Let the monsters kill each other.

He set two things in motion:

1. Spark a revenge war between the Whitebeard Pirates and Blackbeard Pirates.

2. Encourage Big Mom and Kaido to target Chiyu's Undying Legion.

Why those two?

Because they were the biggest threats to the Navy after the Summit War — and Chiyu's group had already crossed both emperors by killing Caesar and Doflamingo.

All Akainu had to do was tip the dominoes.

Raijin Island — HQ of the Undying Legion

After the war, Chiyu's crew had taken a hit too and went into recovery.

But with Boa Hancock and Amazon Lily joining, their power had grown.

Chiyu now ruled multiple New World islands — Raijin Island, Risky Red, Mysteria, Punk Hazard — and had a strong alliance with Dressrosa.

Each island was managed by trusted subordinates:

Zephyr and the old Neo Navy held Risky Red, powered by the explosive Dyna Stones.

Boa Hancock and her warriors guarded Mysteria.

Smoker and Tashigi oversaw Punk Hazard.

Chiyu, along with Law, Franky, Hina, Braid, Box, Barbara, Nami, Baby 5, and others, stayed on Raijin Island.

Then came the warning.

On Punk Hazard, Smoker got a report.

"Captain Smoker! A pirate ship's closing in fast!"

"Whose flag?"

"It's from Kaido's fleet. And the one leading them is one of his top three commanders—one of the 'Calamities'…"

"Jack the Drought."

Smoker's cigar twitched.

He wasn't surprised. He'd been waiting for this.

The Emperors had long hated Chiyu. It was only a matter of time.

Tashigi went pale. "Jack… He's got a billion‑berry bounty. Even in Kaido's crew, he's the most violent and sadistic."

"Captain, we have to tell Chiyu-sama right away!"

"Go. I'll hold him off."

Tashigi rushed off.

Smoker had cleared out Punk Hazard's poison, but used his Smoke powers to cloak the entire island in thick white fog — a natural shield.

But Jack didn't care.

They called him the "Ship Rammer" for a reason — he once tried to crash a ship that had Sengoku, Fujitora, and Tsuru aboard.

So of course he didn't flinch at Punk Hazard.

Jack's ship charged into the smoke — and opened fire.

BOOM. BOOM.

Explosions shook the sea, flames lit up the sky.

But barely any shots hit the island.

Smoker fired back — his cannons tore into Jack's fleet, crippling multiple ships.

But the attack revealed Punk Hazard's position.

Jack's ship locked on and surged forward.

He could now see Smoker standing tall above.

Smoker took a long drag from his cigar and said coldly, "Jack the Drought. What the hell do you think you're doing here?"

Jack sneered. "You know damn well. Punk Hazard used to be Navy territory. Then Caesar turned it into a lab — to make artificial Devil Fruits for Kaido's army."

"Then that bastard Chiyu killed Caesar and Doflamingo. He trashed Kaido‑sama's entire plan. So tell me — how should we settle that score?"

Smoker replied, voice hard as steel, "Caesar was a monster who experimented on kids. He deserved worse. Doflamingo too."

"If Kaido worked with filth like them, he's no better."

"Chiyu didn't murder anyone — he wiped out evil."

"And now you beasts dare show your faces and cry foul?"

"Sounds to me like Kaido's asking to die."

Jack's eyes burned with rage.

"You're dead, Navy scum! ATTACK!!"
