Howard was strictly monitoring Bucky Barnes vitals. He was mostly working to replicate the cryo chamber for Steve Rogers and others within shield such as Peggy Carter who wanted to use it to go under until Steve was allowed to wake up as well.
But Howard discovered a crucial detail this cryo chamber only worked with the super soldier physiology that allowed them to survive that process.
So unless she became a super soldier she could not use the cryo chamber
Howard however was elated because he realized he had all he needed to replicate the super soldier serum he already knew that it needed Vita rays he just didn't know the base which now he could get from the blood of Bucky Barnes and the other super soldiers.

3rd POV Arden
Meanwhile Auggie and Arden were sent to camp Lehigh based off Intel Arden had given. Auggie didn't know that.
"So first off you are with a blind guy"Auggie said with a smirk as he looked towards garden
Arden looked towards Auggie scrunching his nose with his fingers "Who do you think would send a blind guy on a field op"
To be fair Auggie was surprised when they sent him as well he had been pushing for it since he got his training from Stick. But they finally caved. After 2 years working with Arden.
But unlike they were expecting the base was not guarded at all and they quickly found the computer Arden promised computer containing the consciousness of one Armin Zola.
Although he was trained by Stick beforehand Auggie was always good with machines.
"Well look who it is if it isn't the alien in the walking traffic cone"
It had took some time but before entering the particular basement where Arnim was kept they had used several different data blocking devices in case of Arnim sending backup or telling Hydra that shield knew of their existence.
Luckily they did because he got through two of The blocking mechanisms they had set up but the third and fourth he could not get through Howard was in fact a genius.
It took Auggie about 3 hours to go through the data with the help of Arden stick didn't help and learn to type on a computer blind.
They had transferred everything into a black box of sorts where all data could be kept but not go outside of it whatsoever.

Now that they were back at base Augie could use his Braille keyboard specially made by Howard Stark like most things in shield. To delve deeper into the intricacies of Arnim code.
Auggie had been programming even before he lost his eyesight and there's one thing he could say this code was immaculate it was a perfect replica of a human brain contained on an computer how it was managed he didn't know. He did know how it worked at least mostly.
He slowly whittle the way out of his core functions essentially killing him over the course of 3 months while Annie and Arden went out on missions to eliminate bases depicted in his files.
Now that shield was aware of Hydra they were doing everything they could to wipe it from the map but you know how the saying goes cut off two head another one takes its place.
And boy was that annoying every single time they had made significant progress a new leader or top commanding officer would spring from nowhere it was slow but it took 4 years to completely wipe them out as far as what they could see.

It was currently 1980 and Howard had finally finished the super soldier serum. He had originally planned to share this with more people than just Peggy and himself but he figured that if Hydra could get in once then they could get in again and he didn't want to take the chance.
So Peggy and Howard became super soldiers thanks to these enhancements Peggy looked like she did when she was 30 instead of what she is now 52 and Howard looked even better it seemed to acclimate to him better.
This also meant that Peggy was going under to prepare for Steve's arrival which meant not only did shield need a new director but Howard was wondering whether he should go under.
You see he had received some troubling news from our good friend Arden. That he was meant to die in 1991 it was still years away and without the silver soldiers who were said to do it they probably wouldn't even have happened but the main problem was Tony.
He was supposed to become a very prominent and essential part of the protection of the Earth.
On the main contributing factors was Howard's death he didn't want to die and it seemed like the best option but the thing is if you woke himself up later Tony would never forgive him.
So instead he didn't go under he kicked Obadiah out of Stark industries. And had shield monitor Anton Vanko.
He would raise his son to believe in heroes not just comic books but that he could be one and every year Howard would go under for a month.
Auggie also received the super soldier serum it didn't give him back his sight but it enhances senses to such an extent that he was on the almost near the level of Daredevil. When Annie was offered though she refused.
Auggie also decided to go under for 2 months a year.
Arden already enhanced with the super soldier serum and his Chronobit physiology could go under as well any planned to until the year 2006 hopefully by then the world to be set in its new very changed way.
Of course before going under he put all of his life savings into the stock of Apple who had just started four years prior and was sure to make a lot of money
By all his money that would be $40,000 of course he left all the monitoring to Howard so he assumed it would blossom well he was asleep.
