He realised his inability to complete the ritual, and no vampire elder would lift a finger in matters concerning humans. That was why he had refrained from performing the rite when Elena died back then. He also could not seek help from a knowledgeable elder because Elena was human. He bided his time, gathering knowledge over all these years, and waited for the perfect vessel for Elena's resurrection.
Now that Elena's sister had died, Vladimir believed he had found the perfect vessel. He decided to perform the ritual.
