The current Marshal, Kong, sat quietly sipping tea in his office when the door opened slowly with a "kakakaka" and three young men walked in—one wearing a Marine cap and yellow shirt, another in a red Marine uniform with a long blade on his back, and the last in a black shirt, dark-skinned with black sunglasses. Kong, noticing them, took another sip of tea before speaking, "What is it, Polusalino, Sakazuki, Kuzan?"

These three were the future Admirals of Naval Headquarters, though still young. Their talent was extraordinary, all three having reached the rank of colonel and jointly evaluated by both the Navy and World Government as three-star talents, their potential officially recognized at the highest levels. "Marshal Kong, we want to go to the New World," Akainu said firmly from the center, arms crossed. The New World had too many pirates and was dangerous beyond measure, and the World Government had issued standing orders for the Marines not to act aggressively there for years, instead focusing on cultivating the next generation of powerhouses. Any Marine wanting to enter the New World had to get direct approval, but Akainu, though young, already practiced absolute justice in his heart; he didn't want to wait anymore and wanted to crush pirates in the New World himself.

Kong was slightly surprised by the request, but after calmly placing his cup down, he gave them a serious look. "If you came just to say that, I advise you to go back." Garp, Sengoku, Zephyr, and Tsuru were still training in the Holy Land, so the Navy had no intention of touching the New World for now. If Akainu, Kizaru, and Aokiji were sent there now, it would be like throwing them into a fire pit. "I mean, Marshal Kong, it's boring to stay here forever. We've pretty much cleaned up the pirates of the Grand Line. It's time to move to the New World," Aokiji said, showing that even though he would later be known for his lazy nature, his drive was evident even now. He wasn't motivated by orders but by the fact that most pirates in the Grand Line had already been captured, and endless drills and office work at Headquarters had grown tedious; he wanted to see for himself the dangerous seas known as the New World. "Well, the New World is dangerous. But… isn't that the best kind of training ground?" Kizaru added in his usual laid-back tone.

"The New World today is even more chaotic than during the Rocks era," Kong replied. "Right now, Marine forces are not planning to enter. If you want to go, you'll have to wait." Back in Rocks' time, the New World was dangerous, but because of Rocks' dominance most pirates kept their heads down. Now that the Rocks Pirates had fallen apart, their key members scattered and forming their own factions, new pirates were rising to fill the power vacuum, and the chaos had reached an all-time high. Even pirates who had once hidden now roamed freely, making this era far more dangerous than Rocks' time. Kong would never send his best rookies into such a storm prematurely—unless Garp and the others finished their training and returned—only then would he consider launching an operation into the New World. "As Marines who represent world justice, now we just cower in fear at pirate power. If we won't enter the New World, can we still call ourselves Marines?" Akainu said sternly.
