Chapter 110 - Partnership With Ron Davis

As they patrolled the outskirts of Raccoon City, in a countryside area called Cider, the roads were eerily empty—no traffic, no people, just the hum of the patrol car cutting through the silence.

"Sir—uh, I mean, Allen," Leon corrected himself quickly, "why were we assigned to patrol a place like this?" He glanced out the window at the quiet countryside, finding it strange how different it felt from the bustling city. It was so still that he wasn't even sure anyone still lived out here.

"Well, Leon," Allen began, keeping his eyes on the road, "a lot of things have been happening lately—things that might be hard for you to believe. But I'm sure you've heard some of the rumors about monsters roaming around the Arklay Mountains."

Leon's face tensed slightly. "Those rumors… you mean they're not just rumors?" he asked, his voice laced with unease.

"Well, let's just say they're not entirely false," Allen replied calmly, steering the car toward a small housing area at the edge of the village.

"This place is so quiet," Leon muttered, scanning the area. "Does anyone even live here anymore?"

"According to reports, a few people still do," Allen said. "But most have already moved to the city. Can't blame them—there've been multiple complaints about wild dogs attacking residents, not to mention a string of murders that have everyone spooked."

Allen finally parked the car near the side of the road and leaned back, relaxing in his seat for a moment.

Leon glanced over and noticed him taking it easy, so he picked up an old folded newspaper articles from two weeks ago lying nearby. The date read July 29, 1998. The headline immediately caught his attention—it was about the S.T.A.R.S. unit being officially disbanded following their investigation into the Raccoon City murders. The article mentioned that the team's captain, Albert Wesker, had gone missing and was presumed dead.

Leon's gaze shifted toward Allen. He knew Allen had once been a member of S.T.A.R.S., serving as part of the Bravo Team's medical unit.

"What are you reading?" Allen asked without looking up.

"Ah, it's a newspaper article… about S.T.A.R.S.," Leon replied, scratching the back of his head awkwardly.

"Oh, mind if I take a look?" Allen asked, extending his hand.

Leon nodded and handed it over. Allen scanned the article, which quoted a city council member named Edward Weist, who claimed that the dissolution of S.T.A.R.S. was due to their "incompetence" during recent investigations.

As Allen's eyes ran over those words, one of them twitched slightly.

Leon, of course, noticed Allen's expression while he was reading the newspaper and decided to speak. "Allen, about this news, don't think too much about it. Besides, me and some of the other R.P.D. members don't really believe that report," Leon said, not wanting his senior to take it the wrong way.

"Hahaha, relax, rookie. Of course, I don't really care about that either," Allen replied, not discussing the matter any further. After all, he had joined S.T.A.R.S. mostly for fun anyway.

As the day turned into evening, Allen started driving back toward the city and returned to the R.P.D. For today, it had just been a routine patrol, and there hadn't been any emergencies or unusual incidents, so Allen decided to call it a day.

When they arrived back at the R.P.D., they were greeted by Kevin.

"Yo! How was your patrol?"

"Yeah, just like you'd expect—boring as usual," Allen replied as he got out of the patrol car, followed by Leon.

Leon felt the same way; he had imagined his first day would be full of action and excitement, but of course, reality was never as glamorous as expectations.

....

Allen then returned to his apartment, telling Leon that he had something to take care of first. What he meant, of course, was dealing with Simmons—and he already knew exactly who to contact. The man in question was none other than Senator Ron Davis, one of Allen's most loyal clients, especially when it came to advanced technology and weapon sales.

"Hello, Senator. It's me, Allen."

[Ohh, Allen, my boy! What's the occasion? It's not often you call me,] Ron Davis replied, his voice full of energy. He was always thrilled whenever Allen reached out—after all, Allen consistently provided him with cutting-edge tech and top-quality products at very generous prices. Thanks to that, Ron's standing within the Federation had grown so strong that he was now nearly on par with Simmons himself.

"Well, I've got something to sell you, Senator. I think you'll find it… quite interesting. Can you make a trip to Raccoon City?" Allen asked with a sly grin.

[Hmm… Raccoon City, you say? Alright, I'll clear my schedule. We can meet in two days. But this better be worth my time, Allen—I don't travel that far for nothing,] Ron said, sounding slightly pouty but clearly intrigued by the proposal.

"Hahaha, don't worry, Senator. Have I ever disappointed you before?" Allen replied confidently.

[Fair point. Alright then, I'll see you soon.]

A few seconds later, the call ended.

Ada, who had been sitting beside Allen the whole time, looked at him curiously. "Allen, what are you planning exactly?" she asked. She was genuinely intrigued by his sudden move—and why he'd go out of his way to call Ron Davis for a personal meeting.

"Isn't it obvious?" Allen said with a grin. "If I want to push Simmons out of his position as co-leader of The Family, I'll need some strong allies on my side."

"Besides," he added, wrapping an arm around her waist and giving her a playful squeeze, "Simmons has plenty of rivals in The Family already."

"Okay, but can you not keep your hand on my butt the whole time?" Ada said, sounding like she was trying to complain — though deep down, she didn't really mind it. In fact, a small part of her liked how Allen's hungry gaze never left her, like he was ready to devour her right there.

Allen just smirked, clearly amused, and without saying a word, he suddenly lifted Ada into his arms.

"Kyaaa! Allen!" she squealed, surprised as he carried her straight toward his room.

...

Two days went by just like that.

Allen spent his days patrolling around the city with Leon, and when he got back, he spent his nights having fun and enjoying time with his girls.

On the outskirts of Raccoon City, precisely in the Allen Villa area on Arkley Mountain, three helicopters have just landed in the villa's courtyard.

And Allen is currently together with Svetlana and Bertha, who are now wearing combat clothing made from their nanotech.

These two women are very captivating, especially Svetlana who has the beautiful face of a European woman with her sexy body.

And Bertha too, who is no less beautiful, especially with her slim body and face resembling Anne Hathaway.

Why not with Lupo? This is because Lupo is exhausted from last night's sex and is sleeping soundly together with her daughter Laura on the same bed.

Not long after, a fat middle-aged man stepped out of his helicopter, accompanied by a few members of his private military unit.

"Hello, Senator, please have a seat first," Allen said to Ron Davis, gesturing toward the chairs he had prepared earlier in the villa's backyard.

"If you're not in a hurry, would you like a glass of wine to relax a little?" Allen offered, showing an expensive unopened bottle of wine.

"Of course," Ron Davis replied, clearly pleased by Allen's hospitality.

Hearing that, Svetlana poured two glasses of wine—one for Ron Davis and one for Allen—before sitting down on Allen's lap.

"So, Allen, what kind of business did you want to discuss with me?" Ron Davis asked, though his eyes occasionally wandered toward Svetlana and Michaela, who were both sitting beside Allen.

"Well, I've heard that the Federation's been keeping an eye on Umbrella because of their bio-weapon projects, so I'd like to offer you something similar—products from Umbrella's own research that I managed to get my hands on," Allen replied, referring to several bio-weapons and T-Virus data he had stolen earlier from the Arklay Mountains.

"Wait, what did you just say? I didn't mishear that, did I?" Ron Davis asked, a bit shocked that Allen was offering to sell biological weapons from Umbrella—and curious as to how Allen even got his hands on that data.

"Hahaha, relax, Senator. Let me explain how I got it. I obtained the data while I was on a mission as part of S.T.A.R.S., investigating the missing persons case in the Arklay Mountains. During that case, I managed to secretly steal some files from one of the labs there. You must've heard the news about that S.T.A.R.S. incident too,....." Allen said, trying to explain everything to Ron Davis.

After listening to Allen's explanation, Ron nodded calmly—but deep down, he was quite pleased. It seemed Allen was offering him a few samples of biological weapons, but of course, that wasn't enough. What he truly wanted were the data files for both the T-Virus and the G-Virus.

"Do you have samples of the T-Virus and G-Virus, along with their vaccines? If you do, I hope you're willing to share that data with me," Ron Davis asked.

"Well, as for the T-Virus and its vaccine, I do have both the data and the samples," Allen replied. "But as for the G-Virus… sorry to disappoint you, I don't have that one."

Ron looked a little disappointed, though not entirely—at least he wouldn't be leaving empty-handed. Getting the T-Virus and its vaccine samples from Allen was already a huge win.

"Well, that's a shame you don't have the G-serum data," he said.

"Alright then, how about we move straight to testing the T-Virus bio-weapon samples?" Allen suggested to Senator Ron Davis.

"Alright," Ron nodded, then ordered his soldiers to get ready in the backyard, which Allen had already prepared for the demonstration.

Michaela then picked up a remote control and released the containment cages. Inside were two zombie dogs and one Hunter-type zombie. A few days earlier, Allen had instructed members of the Black Rose unit to capture several bio-weapons alive in the Arklay Mountains—and implant control chips in their heads.

"Go, and take those monsters down!" Senator Ron Davis ordered his private military unit. This was his chance to test the true power of the biological weapons Umbrella had been secretly developing and hoarding from the Federation. If the results were promising, he could easily use them for his own purposes—under the guise of "justice," of course—while gaining more resources from The Family and boosting his personal influence.

Two squads, each consisting of six soldiers, moved toward the open containment area. As soon as the monsters saw the humans approaching, they lunged forward, snarling and ready to tear them apart.

Bang!Bang!Bang!

Gunfire erupted across the backyard as the soldiers opened fire with their rifles. The zombies and soldiers clashed fiercely, each side fighting to wipe out the other.

At first, the soldiers had the advantage in numbers—but that changed the moment the Hunter-type zombie suddenly appeared. With blinding speed, it leapt into the group.

Swish!

One soldier went down instantly—his head torn clean off his body. Chaos broke out among the ranks. The formation shattered as panic spread, and one by one, the elite troops began to fall.

Even when the remaining soldiers fired on the Hunter, the creature's incredible speed made it almost impossible to hit. It dodged every bullet effortlessly, its movements a blur of deadly precision.

"Team 1, reload!—ahhh no, ahhh it hurts, help me!" one of the soldiers screamed as a mutated dog bit into his arm, dragging him down and tearing chunks of flesh from his body.

"Damn monster!" the squad leader shouted, firing several rounds into the zombie dog's head, splattering blood across the ground. But before he could even reload, the Hunter lunged from behind, claws gleaming.

"Ahhh—shit, shit, shit!" the Captain yelled as the creature dragged him backward. In one final act of defiance, he yanked the grenade's pin—

BOOM!

The explosion tore through the air, consuming both him and the Hunter in a burst of fire and gore.

When the smoke cleared, only one zombie dog remained, growling and twitching with rage. Out of the twelve soldiers who started, just four were left standing—panic setting in as they realized their Captain was gone. Desperation kicked in, and they kept firing, trying to survive.

Bang!Bang!Bang!

Meanwhile, Senator Ron Davis stood at a distance, watching calmly. There was no hint of grief on his face—only fascination. The destructive potential of these bio-weapons had him completely captivated.

"Tell me, Allen," Ron said with a greedy smile, "how much do you want?"
