Junior Detective Sansa was having a pretty normal day, get a call, go to the crime scene record a witness statement, make sure the criminals were apprehended and heading off to a cell and in other cases where the criminal managed to escape, record their appearance as well as their quirk if one was used to commit the crime and send it off to the police department for the patrol officers to keep an eye out.
So when Sansa got a call about a fight and a knocked out criminal with a potential Yakuza connection, his interest was peaked.
Getting to the call sight Sansa took a moment to analyze the scene before he did anything.
The fight took place at an alleyway, which is a classic clean cut scenario other than the amount of destruction that was present at the scene, normal back alley brawls don't really cause this much debris if any at all.
The criminal that was supposedly knocked out was in the back of a police cruiser with heavy duty handcuffs binding his wrists behind his back, a strength enhancing Quirk? Now the amount of damage to the allay made more sense, an EMT was shining a light in his eye, probably checking for a concussion, and with the way the criminal wobbled back and forth in the seat and bubbled nonsense, it was almost a guaranteed concussion.
Now, the next thing was even more out of the norm, the kid who he assumed to be the caller from what dispatch had told him, Izuku Midoriya, 14 years old and Quirkless. None of that was anything strange, only the Quirk status but that was more of an issue of how rare such a status has become, but… why was the caller being treated by EMTs?
The kid had curly green hair and freckled face, he would guess about average height for an 14 year old but he was also seating on the back of an ambulance so that was merely speculation, he also had bandages wrapped all over his hands, the white cloth sporting dark pink splotches of blood from what he presumed to be cuts in the arm underneath, the coloring and size signifying the cuts to not be deep nor severe enough to warrant a hospital visit, his face also sported a bandage specifically on his cheek though this one was clean of any blood stains.
It wasn't rare for the caller to be injured, it also wasn't rare for someone near a fight to get injured but that's exactly it, a simple injury, maybe a stray piece of debris hitting the observer, or getting roughed up by the criminal when they saw that you called the authorities. But these injuries weren't that of an idle observer, the kid looks just like the unlucky fighters they've arrested when busting underground fighting rings.
After checking in with the officers to write down where the captured criminal is being sent, he took a breath and approached the kid for an impromptu interview. Something is off and Sansa will not let it stay hidden, he may not have a polygraph Quirk like his mentor but his cat mutation Quirk isn't just for show, all his senses are enhanced beyond the norm, he may not be able to count someone's heartbeat through a wall like how some specialist can but his hearing is good enough to notice any irregularities in the heartbeat of anyone he's close to, not to mention his smell and sight will be more than enough to detect the sweat and hormones produced when nervous and lying.
"Hello, Junior Detective Tamagawa Sansa at your service, mind if I ask you some questions?" The kids eyes dilated a bit at his introduction, his head tilted like a curious puppy, it looked like he was about to ask a question but held back.
"Of course, detective. I already gave my statement to the officers but I don't mind double-checking." The kid answered after nodding at Sansa's question. What followed next were routine questions about the kid's identity, only thing of note during it was when the kid answered about his Quirk status, one of the officers nearby chuckled causing his ears to twitch and the curious expression returned to the kid's face, what was the question he seemed to want to ask? Was it related to having to this interview or was it related to the officer's reaction, he should also write up that officer for this later.
But that was the only thing of note during the introduction, what came next was finding out what really happened in that alley.

"Could you tell me when you encountered the crime scene and when did you call the police?"
"It should've been about eight twenty four when I heard the voices and I called, hmm, eight thirty? No eight twenty six, yes."
Seeing Sansa's confused look the kid answered without prompting.
"Ah sorry I just genuinely lost track of time, the fight made it seem like much longer than it was." the kid seemed genuinely embarrassed by the mistake, but still the wording seemed suspicious yet while he doesn't want to seem like a quirkiest asshole he doubts the kid could've done anything to even ruffle the huge villain.
"So you came to the crime scene, what did you see?"
"There were two men, they were having an argument and it devolved into a fight, the yelling was what caught my attention."
So there really was another person at the scene, and his catlike senses were telling him that the kid was telling the truth.
"And what happened to the other man?"
"I do not know, he was gone by the time Rappa- that's what the other man called the big guy, got knocked out." Really? The other man just disappeared like that without the kid noticing? It's possible if they had a speed enhancing, teleportation or an invisibility type Quirk, and out of those options the first one would be most likely to assist in taking down the one now identified as Rappa.
"Okay and can you tell us anything about the other person?"
"Well from what I saw, he was a tall and skinny man with bright orange hair and a pronounced chin. He also had a bruise forming over his right eye, likely from the fight before I arrived."
Throughout the questioning the kid seemed to look away at something in the distance or tilt his head as if he was listening to someone, as far as he was aware, he had no wireless device that he could've used for communication, there were also possibilities of a sentient quirk communicating with him telepathically or a long distance communication quirk at play, but once again, the kid was quirkless.
Whilst he hadn't detected any outright lies, the way the kid answered his questions almost robotically and in vague yet hyper specific details made him suspicious, way too suspicious.
But on the other hand, if, and this is a big if, he was really involved in taking down the criminal, why would he call the authorities on himself, instead of running away like any other vigilante, could it be possible that he was too injured and he needed immediate medical attention, or his injuries hampered his attempt at escape? But no, his legs didn't appear to be injured and what little was not covered by the bandages didn't seem too life-threatening, quite the opposite, outside the robotic interview, the kid seemed chipper.
Could he truly be an unlucky bystander?
These question had Sansa distracted for the whole evening, even after checking the report over and over again at the police station, he just couldn't get his mind off of it. He was so distracted in fact that he fully missed his senior detective Tsukauchi whilst he was exiting his office.
Entering the dark and empty office the with todays report in hand, Sansa glanced around confusedly and with a shrug deposited the reports on the detective's desk, closing the door behind him as he left.
Undetected by junior detective Tamagawa, a small dark figure coalesced from the air vent in the empty office. The figure near silently dropped to the floor and begun rummaging through the files placed on the detectives desk, he had a mission to do, theBoss trusted him to get Rappa out of trouble and make sure any evidence connecting him to the Shie Hassaikai was removed.

Kai Chisaki looked at the police report on his desk, for some reason Mimic thought he would want to see it.
Checking the report nothing out of the ordinary stood out to him, until he spotted the witness details, "Qurik Status: Quirkless" it read. Mimic probably thought the witness' quirkless status would've been useful to him, but if he wanted a quirkless test subject there were countless in retirement homes he could easily access.
Moving to dispose of the file, Kai paused. Yes there were countless other quirkless subjects he could acquire but maybe there was something to be gained from one of the younger generation, after all to still be born quirkless in this day and age, you'd need some strong genes.
Mayhaps the witness might come useful one day, thinking so, Kai took the file and properly stored it instead of disposing of it. He should probably call off Hojo and send Sakaki and Nemoto in his stead to silence question the Rat. Maybe he'll have some information about who took down Kendo and caused his arrest.

Izuku thankfully only had minor scratches and no internal damage beyond the skin level, other than some blood loss that he had mostly recovered from while waiting for the police to arrive, he was good to go.
Later the police officers escorted Izuku home and warned him to not stay out late, and the next time he comes across a similar scenario, to keep his head down and let others handle the situation.
After getting home and greeting his mother who fussed all over Izuku, he took a rest on the couch while Inko got to cooking dinner.
Izuku noticed that Tenno had been withdrawn after the fight, after questioning him, Tenno revealed that something felt off about the way Rappa had fought, it had been more that just using his quirk with martial arts knowledge and fighting experience, it was as if he had been using a martial arts specifically designed around his quirk instead of using an already existing martial arts to work around his quirk.
In his pondering, Tenno noticed something else, Inko who was in the kitchen preparing food was dancing to an unheard toon and using her quirk to assist in cooking.
Questioning Izuku, he replied that that's just how his mom has been cooking food all his life.
Analyzing a bit deeper, Tenno came to a realization, Inko wasn't just dancing to an unheard tune, the dance was perfectly in tune with her quirk use and kitchen appliances. This was it! This was a self made martial arts that assisted with her quirk, during the dance, every time she shuffled to the side, it was followed by a flowing swing of her hand, allowing her quirk to grab a utensil and perfectly deposit it into her waiting hand. This continued throughout the whole cooking process, and Tenno was mesmerized, there was no wasted moment, just like how the lone housewife perfected her cooking, she also perfected her martial art to assist in cooking using her body and quirk together as one.
Explaining this to Izuku caused the boy to become severely confused, 'But Sensei, my mother isn't a Pro Hero or a fighter why would she be using martial arts?' he asked while delving into a mutter thinking about his mothers potentially dangerous past, theorizing about her being some secret crime fighter in her youth.
'Fool boy, martial arts isn't just about fighting. It is dance, it is art, it is a state of being. Anything can be turned into a martial art with enough dedication and willpower, as true meaning of martial arts is about taking the mundane and perfecting it through experience.' Tenno's words caused Izuku to cease his mumbling and pull out one of his notebooks and start scribbling, even drawing diagrams of how his mother moved alongside written analysis of how the motion would assist the quirk and vise versa, through out it all his eyes were shining with the light of enlightenment.
Once that was done he transitioned to recounting his experience against Rappa and analyzing his opponent while he ate with one hand and wrote into his notebook with the other.
Tenno had other thoughts in mind, could it be possible that people in this world had developed their own individual martial arts based solely around their quirks? If so, then this complicated things, the combination of martial arts with quirks would raise the threat level of everything Izuku had to face by magnitudes.
Meaning, Izuku's training had to raise not only to match the new threat level but surpass it hundredfold.
Izuku felt a shiver run down his spine, he felt a premonition of great pain and rivers upon rivers of blood sweat and tears to be spilled, and yet he couldn't help but feel a bit thrilled at the thought.
