Jimmy and David were chatting over tea. David used to be mainly responsible for anti-terrorism intelligence tasks, can't say much, but it's estimated he was transferred there after 9/11 in recent years.
Now having the opportunity to return to handling regular cases, even though he's not thrilled, he can accept it.
The people on the anti-terrorism line have too much authority. Initially, after 9/11, although most people were unhappy, they tacitly agreed that they could infringe on certain rights to some extent.
As days went by, the shadows of that time have gradually dissipated with time and US Army actions in the Middle East, so restrictions on the FBI have been brought back on the agenda.
Being able to leave that line now and return to normal is better than being restrained in the future, and there are not many opportunities to handle cases in the office, and even fewer chances to lead a team.
