While the eastern seas were consumed by the chaos surrounding Kirigakure and Uzushiogakure, the mainland was quietly approaching another crisis entirely.
The borders between the great nations had begun to tighten like a drawn blade.
Scouts disappeared. Supply routes were tested.
Patrol clashes increased almost daily.
The peace maintained after the last war was beginning to crack.
And everyone could feel it.
Nowhere was that tension more visible than along the borders shared by Konoha, Sunagakure, and Iwagakure.
Inside Sunagakure, excitement spread through the higher ranks almost openly.
The Kazekage's advisors viewed the current situation as a rare opportunity handed to them by fate itself.
Uzushiogakure and Kirigakure were locked in instability.
Konoha's attention had shifted toward the eastern sea,
While internal disagreements among its leadership were becoming increasingly visible.
To the Sand Village, it looked like weakness.
Inside a war chamber buried beneath the desert fortress,
Several Sunagakure commanders stood before a massive map marked with supply lines and border positions.
"Their eastern attention is divided,"
One of the elders said while pointing toward Konoha's outer territories.
"If we move now, we can seize multiple border regions before they fully respond."
Another commander nodded immediately.
"Konoha still hasn't recovered all its manpower after the previous war. If Kirigakure escalates again, the Leaf will be forced to split their forces further."
The atmosphere inside the chamber carried a dangerous enthusiasm.
For years, Sunagakure had endured economic strain and territorial pressure.
The fertile lands controlled by Konoha had always been a point of resentment among certain factions within the Sand.
Now they believed they finally had a chance. Not necessarily to destroy Konoha.
But to weaken it. To take. To expand.
Meanwhile, far to the north, Iwagakure watched the situation with colder patience.
Inside the Stone Village's command hall,
Ōnoki floated silently above the ground while reports continued arriving one after another.
Unlike Sunagakure,
Iwagakure had no intention of rushing forward first.
That would be foolish.
Ōnoki understood war too well for that.
"The Sand is getting impatient,"
One of his advisors remarked.
Ōnoki snorted softly.
"Good."
His aged eyes narrowed toward the map.
"Let them attack first."
That was the true strategy.
If Sunagakure launched an assault against Konoha, both sides would inevitably suffer losses.
Supply chains would weaken, border defenses would thin, and military exhaustion would spread rapidly.
Only then—Would Iwagakure strike.
Not against strength. Against vulnerability.
The old Tsuchikage folded his arms.
"A wounded beast is easiest to kill after it survives the first hunter."
The advisor hesitated briefly before asking,
"And if Konoha notices?"
Ōnoki's expression remained calm.
"Then they'll have to divide their attention further."
Which, in itself, was already a victory.
Across the continent, the great villages were beginning to circle one another like predators sensing blood in the water.
And at the center of it all stood Konoha.
Pulled in multiple directions.
The east threatened by uncertainty surrounding Uzushiogakure and Kirigakure.
The west pressured by Sunagakure's growing aggression.
The north watched carefully by Iwagakure's patient eyes.
Every nation was waiting for someone else to make the first mistake.
Unlike the other great villages that were already sharpening their blades for the coming conflict, Kumogakure remained strangely calm.
Not passive. Not careless. Calculated.
The Hidden Cloud had no intention of throwing itself into a draining war while the rest of the continent bled itself dry.
Inside the Raikage's tower...
The Third Raikage stood near the massive window overlooking the village below.
Lightning flickered endlessly across the distant mountains, illuminating the hard lines of his face as reports continued arriving from every direction.
Sunagakure was mobilizing troops near the border.
Iwagakure was quietly increasing patrols and supply movements.
Konoha was being pressured from multiple sides at once.
And Kirigakure…
Kirigakure was practically tearing itself apart.
To most villages, this looked like the beginning of another great war.
To Kumogakure—It looked like opportunity.
One of the senior advisors stepped forward cautiously.
"Raikage-sama, if conflict truly erupts between the major villages, should we begin preparing military deployments as well?"
The Raikage snorted.
-Snort!
"Why would I waste our strength cleaning up someone else's battlefield?"
The advisor lowered his head immediately.
The Third Raikage crossed his arms, his massive frame radiating certainty.
"Let them fight."
His eyes narrowed slightly.
"While they exhaust soldiers, resources, and bloodlines trying to kill each other…"
A faint smirk formed on his face.
-Smirk!
"…we grow stronger."
That had always been Kumogakure's philosophy.
Power first.
Everything else second.
Unlike Konoha, which obsessed over alliances and diplomacy, or Kirigakure, which drowned itself in paranoia, the Hidden Cloud focused on accumulation.
Strength. Techniques. Weapons. Bloodlines.
Anything useful would eventually belong to them if they were patient enough.
Another advisor unfolded several intelligence scrolls onto the table.
"Our infiltration team should reach Uzushiogakure within the week. If they successfully establish themselves, we may gain access to valuable intelligence regarding Leo Morningstar and the Uzumaki."
The Raikage's expression became thoughtful at the mention of Leo.
That man bothered him.
Not because of fear.
Because of uncertainty.
Someone appearing from nowhere and shifting the balance of power this quickly was dangerous by default.
And then there were the stories.
The strange shadow soldiers. The multi-headed tailed beast.
The complete destruction of Kirigakure's invasion force.
None of it fit normal shinobi logic.
Which made it valuable.
"If possible," the Raikage said calmly,
"I want information regarding his abilities, his origins, and that beast."
He paused before adding one final thing.
"And if they discover useful bloodlines or jutsu within Uzushiogakure…"
His eyes sharpened.
"…secure them."
Nobody in the room looked surprised.
Kumogakure had always been aggressive when it came to acquiring strength.
That ambition was part of why they had become feared across the continent.
The advisor nodded. "Understood."
The Raikage turned his attention back toward the storm outside.
"By the time the others realize what's happening…"
Lightning flashed across the sky.
"…Kumogakure will already stand above them."
And unlike the others, the Hidden Cloud wasn't blinded by emotion, revenge, or desperation.
They were preparing for the world after the war.
Because in the Raikage's eyes, the real victor was never the one who started the conflict.
It was the one left standing strongest when everyone else was too weak to resist.
Konaha...
Konoha was beginning to feel suffocating.
Not because enemies stood at its gates.
But because pressure was building from every direction at once.
Inside the Hokage Tower, the atmosphere had become increasingly tense over the past few days.
Reports arrived constantly from border patrols, spies, merchants, and allied clans.
Every scroll seemed to carry another problem.
Sunagakure was mobilizing aggressively near the western border.
Iwagakure had begun suspicious troop movements in the north.
Kirigakure had descended into bloody internal conflict.
And Uzushiogakure…
Nobody truly understood what was happening there anymore.
Inside the Hokage's office, Hiruzen Sarutobi rubbed his forehead tiredly while several advisors continued discussing possible responses.
"If Sunagakure attacks now, we'll be forced to split our forces," one elder warned.
"And if Iwagakure joins afterward," another added grimly,
"we may not have enough manpower to hold both fronts."
Hiruzen remained silent for a long moment.
The situation was spiraling too quickly.
Too many moving pieces. Too many unknowns.
And the worst part was that every nation seemed to be waiting for Konoha to make a mistake first.
One of the advisors finally spoke carefully.
"Should we recall Danzō immediately from Uzushiogakure? White Fang and others too were send there."
That made Hiruzen's eyes narrow slightly. Danzō.
Even now, he remained difficult to predict.
But what nobody inside that office realized—Was that Danzō himself had already been preparing for greater instability long before the current crisis fully unfolded.
Because while he had traveled toward Uzushiogakure alongside the Senju representatives and Root escorts…
He had secretly dispatched another team elsewhere.
The Land of Rain....
A broken country trapped permanently between larger powers.
Perfect soil for chaos.
Deep within the rain-soaked ruins of an abandoned outpost, several Root operatives knelt before a masked commander.
Rain hammered endlessly against the shattered roof while distant thunder echoed across the dark horizon.
"We have received orders from Danzō-sama,"
The commander said coldly.
The kneeling shinobi waited silently.
"The Land of Rain must become unstable again."
One operative finally looked up slightly. "To what extent?"
The commander's visible eye remained emotionless.
"Enough to force neighboring nations into reaction."
Silence followed.
"...."
"...."
"...."
Because they understood immediately.
Assassinations. False flags. Supply raids. Provocations.
The kind of actions that slowly pushed countries toward paranoia and war.
Root specialized in exactly that.
The commander continued calmly,
"Conflict creates fear. Fear creates the need for stronger leadership."
And in Danzō's mind—Strong leadership meant himself.
He had watched Hiruzen maintain peace for too long.
Diplomacy, patience, compromise… Danzō viewed all of it as weakness disguised as wisdom.
To become Hokage, the village needed to feel threatened.
Desperate. Afraid.
Only then would they accept harsher methods. Only then would they seek someone willing to do what Hiruzen could not.
The rain outside intensified.
One of the Root operatives finally spoke.
"And if this escalates into another war?"
The commander answered without hesitation.
"Then Konoha will need a stronger Hokage."
No emotion. No guilt. Just purpose.
Far away in Konoha, Hiruzen struggled desperately to prevent the world from collapsing into conflict.
Unaware—That one of his oldest shadows was already helping push it toward the edge.
