Under those circumstances, the best choice for the Heavenly Gods would have been to take action and eliminate those Deities who had been heavily wounded. By doing so, without the presence of those already injured Heavenly Gods, undoubtedly, the remaining unharmed ones would face far fewer competitors.
Unfortunately, if there had been only one Heavenly God unscathed at the time, it could be almost certain that this would have been their course of action. However, there were quite a few low-key and not exceptionally powerful Heavenly Gods, and as a result of the chaotic battle earlier on, the few strongest Heavenly Gods drew most of the firepower, allowing a few fortunate ones to remain unscathed.
Thus, because there was more than one unharmed Heavenly God at that time, even though the Deities clearly knew the benefits of killing the injured Heavenly Gods, they still did not plan on doing so.
