Upon hearing Charles' words, the Sand People in the room were whispering and discussing amongst themselves.
This was the first time the people of Earth Sea had openly contacted the Foundation, an organization aloof from all other powers of Earth Sea, and it had actually appeared so quickly.
"Governor Charles, if what you say is true, the person you've found may not have much say within the Foundation. He himself said he would only go back and try to persuade, a more proper course of action earlier would have been to bring him back with you. You should have inquired more thoroughly."
