Lex was well aware of everything that was happening inside the Inn. From the mass sacrifice someone was attempting to orchestrate, to the countless guests trying to use this opportunity when everyone was distracted to loot, to the silent kidnapping attempts. He was aware of them all.
The reason he was not personally acting to stop any of them just yet was because he was giving the security team a chance to fix all the issues. He was the last resort, and he would only make a move when things went entirely out of hand.
This wasn't because he was lazy, but because the Midnight Inn and its staff needed to be competent enough to handle such issues. Although the over a trillion guests inside the Inn would leave once the wedding, and thus the free services, would end, this would not be the last time they had so many guests. Nor would it be the last time things became so chaotic.
