After a simple check over the Compund, everything looked good. A small meeting was called in teh center of the Compound at the lull in the working day. After the majority of people returned from scouting and outside work.
"I will begin. We are moving to conduct a Humanitarian Aid effort." Shen Yue said simply to those gathered. "As you know, several camps of humans are scattered about. Some with stronger people then Glory City but worse living conditions."
A few started to murmur at this.
"What do we gain out of this really?" Sikong Hongyue asked.
"Humanitarian Aide.. you dumb fuck." Shen Yue's eyes flashed purple at her. "It means we don't really get anything from them. It is to help those going through trouble times. Food, water, and other resources to them. All thing we do not lack."
It was a slight for her attempts at manipulation Duan Jian he heard about. Jian handled it well enough but it just rubbed Shen Yue the wrong way. If not for the fact he said he had it situated, he might have locked her up for a month.. or a year.
"What that means for those in the military, it counts as community hours. Which, keep in mind allows you have to more days off the following year." Shen Xiu stated. This got a few of them to consider it. "For civilians.. a chance to settle in a new area. To be apart of the "Frontier Plan" starting off."
As they made decisions on who was going and those who were staying, Zhu Xinagjun came over out of breath. What he had been doing before must have been intense.
"Shen Yue, I need to take a leave of absence. My parents are having some difficulties back home."
"Fill out the paperwork and go. I will see you later then." Shen Yue only spared a cursory glance to him. It didn't feel like a lie and his family did have something odd going on. Small fall out from teh Divine Family situation getting taken care of. "I do not want a troubled mind with me during this."
Only a few agreeing to come with. With Lu Ning coming over with a few that wanted to relocate. With all the business provided by the Dark Moon Family, they had more funds than what to do with. So expanding was defintely something to do.
"Shen Yue, I wish that brat of mine was coming. But, he is off doing something with that boy Nie Li." He carried a gourd with him full of booze. "Also gives us time to catch up and share some drinks."
Nie Yu was also there. Nie Xiaori and Xiaofeng stood with as bodyguards. Nie Yu's father Nie Kai talked with people with a few members from teh Heavenly Marks Family. With a few other children that were gifted, Nie Yu found ample friends in the Dark Moon Family.
Zhang Ming and Wei Nan were ready. This trip would be worth seeing the outside more. Xiao Ninger and a few members of her family came with. As well did the Alchemy Association and Yang Xin. With Gu Yan excited as can be to go exploring.

Moving out was easy with the use of his Astral Sense. Anytime someone from Glory City got close to the caravan, Shen Yue would circulate his Beast Manual to entice Demon Beasts near them. Scaring them or putting them in threatening enough situations to make them regret following the trail.
"Shen Yue." Xiao Ninger hopped down coming up to him. Not riding on the cart with the others of her family. "You think the people will accept what we have to offer?"
"They should. If they don't, then I don't care either way." He gave a shrug. He thought they would anyway. Only a slight bir of memmory of doing missionary work with his friends passing by his thoughts. How many people died by not following the proper procedures. "I won't force this on them, well maybe. Just exchange for information and items if they are stupid to not accept it."
"Rawwr!" The Black Star Tiger cub hung off Shen Yue's shoulder happily. It's siblings running around not to far away.
"Go and hunt." Shen Yue grabbed the cub placing it on the ground. "You know the plan and a path must be cleared and mapped out. Find the threats and remove them. I am counting on you Tigger."
"Rawrr!" His Black Star Tiger cub growled in understanding. Tigger called out to its siblings leaving to go and hunt. Five Vortex Horse Riders following with, alongside 10 of the newer Officers.
Several of the Dark Moon Alchemists were spread out to collect different plant life and taking soil samples as they moved. Markers are placed on the ground for future roads to be built off the main path.
The Survey team already finding two different water sources. The Tiny World had so much landmass and wildlife, it was only a matter of time before the human population would be wiped out by Demon Beasts winning in just sheer numbers and an overall war of attrition.
"You are good at giving orders. With fair laws in plac with only a little authority issue from yourself in certain situations." Xiao Ninger stated. She read over teh court proceedings of a few law breakers in the early stages of the Court Room implenation. "Why not take over the City Lord Mansion and lead them?"
"Hell no. That level of reform would drive me nuts." Shen Yue said heatedly. "These people will change the Tiny World, that I will make sure of. The Sage Emperor... is a threat to Nie Li and I guess you as well. Do not protest as I am very aware you plan on going to the Draconic Ruins Realm with him."
"You know a lot." Xiao Ninger brushed her hair back a little as she looked around at the surroundings. "Nie Li has made it clear that is his future plan anyway. I know a lot of secrets there as well as here still. Especially the Forest. Breaking into the 2nd Rank of Legend Realm, I will breeze through there easily before running into any real trouble."
"Need any help?" Shen Yue was curious about the forest itself. But she declined all the same. "Very well then. Do come back with any corpses you do not use, they will help me a great deal for the Science Department. I believe I will unlock something further in my Beast Manual real soon at this rate."
Even though the Beast Manual ws fused into Astral Sense, others didn't need to know that.
"Sure!" Xiao Ninger was happy he didn't try to pry. Which only made their friendship that much stronger. "I don't mind hireing a few mercenaries though. But only the strong and honorable ones. But that is for a later discussion. Something serious to talk about when we get back as well as right now actually."
A few walked pass sieeign the two chat away they thought nothing of it. Especially with SHen Yue looking like an adult nd Xiao Ninger still much a young teen.
"Such as?"
"The City Lord Mansion is getting suspicious about the area you constructed and have under your controll. Even using Ye Ziyun to come and ask me about details." She paused a little to think it over. "She respected me enough to not disguise it." Xiao Ninger expression was very serious. "I fed them the information according to our deal as per instructed. Also assured her on a few things."
"Good job." Shen Yue did not ask about the assured things, he had enough spies in the Snow Wind Family to gain that information. "Out of the inhabitants of Glory City, you have the third strongest force. Would be even stronger if you instructed your family members more."
"I can see into their hearts. Something I picked up on my travels." Xiao Ninger knew quite a few techniques he was finding out more and more. Her cultivation was almost hidden from him, but as long as she cultivated any of the resources he gave her, he would be able to tell in close proximity. "They are more loyal to the family then myself."
"I see. And what do you see in my heart, eh friend?" Shen Yue reached down picking up a flower removing the seeds inside. 'So much out here, Mia would love this place. I wonder.. if she is studying Botany in whatever Dimension she ended up in?'
"I see.. pain and grief mostly. It is weird." Xiao Ninger's eyes flashed black before returning to normal. "A lost loved one weighs on your mind. Well.. several of them. Care to talk about it?"
"No, it is ok." Shen Yue reached into his ring and pulled out a few elixirs. Downing all three on the spot, he continued to cultivate while moving. "Appreciate it though."
Changing the subject, the two discussed a few particulars before Xiao Ninger went out for training herself. She wanted to gather a few more resources for herself as she left everything earned back at the Winged Dragon Family to prevent any griping from the petty elders.
Yang Xin and Gu Yan came up seeing he was alone now. Gu Yan had talked him up and was really hoping to get the two together. But Yang Xin was so happy with all the formulas available and her duties and the people acquired last time, she didn't focus on her love life much.
"Shen Yue, we are making good time despite all the work in the area. The pace hasn't stopped even once." Gu Yan stated. Impressed such a large company was able to move like this without an issue. "Your scouts must be busy."
"I suppose Gu Yan." Shen Yue shrugged. He was a little lost in thought. "What can I do for you two at this time?" Coming up to a few canyons, a few thought they were going to stop and construct a bridge.
Shen Yue removed a full metal Bridge from his Spatial Ring and dropped it over the opening. It was wide enough for six traffic lanes. Three going and three coming back. The few members of the Alchemy associations were suprised.
The Dark Moon Family and Lu Family were not. Both having worked on the construction on serval of the bridges. Only Black Gold Realm or those in the Gold Realm who specialized in strength carried them.
Shen Yue carried at least 30 himself. Each with protection runes that alerted him who crossed over. As another checkpoint, a few of the soldiers remained setting up a guard post. On the return trip, a few more would remain to set up a town to help with expansion.
"The sheer amount of cliffs will help with providing protection against certain Demon Beasts." Gu Yan was impressed. "It feels like we are going up in most parts. But why are we not exploring outward more?"
"Feel free to do so. I don't want my people having problems. The disadvantages of having a straight line is only a small problem compared to my people having a way back guaranteed in the event of the worst happening." Shen Yue did not mention the teleportation and barrier runes at each bridge for his people of course. 'As long as they keep their ids on them, they will always have a safe method to return home.'
"Even with this leading back to Glory City, there is a defense outpost every step of the way." Yang Xin understood this a little. "With it getting out already that the City Lord Mansion has kept it secret that survivors are out there, it is best to meet people and extend an olive branch."
"The people here are nicer compared to the those from the Abyss Prison Realm. But that does not mean they are.. how to put it.." Shen Yue paused thinking of what to say about the almost prairie people.
"What are you going to do about going up?" Lu Ning asked.
As Shen Yue prepared to shock them, he sent out the very reluctant 2nd Officer, to scope out the Black Spring location from above. The other officers not to entused about it either.
Shen Xiu, Huyan Lanruo, Zhang Ming, and Wei Nan searched the area in the meantime.
