The second advantage is that Dawn Hurst Town is sandwiched between two major cities which will make it effortless for Alex to expand his influence in these two cities in the future.
In particular, Mauville City, which is the most populated city in all of Hoenn, is a location that Alex will need to control in the future if he wants to govern the criminal underground of this region.
But the third and most important advantage of this place is that the criminal rate of underage children in this town is higher than any other place in Hoenn.

The Judgment Team is considered a criminal organization by the Alliance precisely because of these actions, and also the criminal organization, out of the four, most hunted and prosecuted by the Alliance.
Consequently, the Judgment Team is also the organization with the most elite trainer members and at the same time the organization with the fewest members of the four. While not the strongest organization in terms of power, it is the second strongest overall. and the third in matters of influence, if the information given by Giovanni is to be believed.
The Judgment Team is powerful but due to Hoenn Alliance's pursuit also the organization that is least visual to the public of the four.
Alex knew that the Alliance in Hoenn wasn't as effective as the Alliance in Kanto at tracking crimes because Hoenn had too many big and medium-sized crime organizations and didn't have a mega organization like Team Rocket.
Team Rocket, in a strange way, caused fewer big and medium-sized crime organizations to fight each other, lowering the crime rate of all of Kanto and reducing the workload of the Kanto Alliance.
This was also one of the many other reasons why the Alliance is so unwilling to "attack" Team Rocket directly, even if it is not the main reason.
Hoenn "lacks" such a huge crime organization to control the other criminal organizations and has to use much more manpower than Kanto to fight the more dangerous big and medium-sized crime organizations.
Because of this, Hoenn was short on manpower and the more dangerous organizations like Team Magma, Team Aqua, and The Judgment Team which are considered just a little less dangerous by the Hoenn Alliance than the first two, have an easy time.
