Number Thirteen and Tarta aren't just simple villains; it's more accurate to say they are utterly inhumane.
When two heartless people are together, you can't expect them to act like normal people.
After locking a person in the bathroom stall, Number Thirteen used a very thin fishing line to secure the latch from inside and then left the stall after trapping the body inside. Meanwhile, Tarta carefully glued his beard in front of the mirror, washed away some hardly noticeable bloodstains, and exited the restroom.
Number Thirteen had vanished without a trace, leaving without even a word to Tarta. Out of the restroom, Tarta shrugged and started walking towards the Royal Terminal.
The Royal Terminal isn't connected to the ordinary terminal at all; it's a completely separate building. Tarta had to exit first and enter the Royal Terminal through a dedicated passage.
