Using a rocket launcher is easy, but hitting a tank with it is extremely difficult, very, very difficult.

In other words, that soldier, at the extreme effective range of the rocket, hit two tanks with two shots. This level of difficulty is akin to Li Jinfang or Eileen, as sharpshooters, hitting two enemies at four hundred meters away and making headshots. It's not exactly a miracle, but it's certainly an extremely difficult feat.
