Months of pressure forced Valdez to negotiate.

"We'll accept enhanced registration," Glad's team proposed, "but NO tracking chips. NO DNA databases. NO indefinite storage."

"And what do we get in return?" Valdez asked.

"Our cooperation. Our public support. Our help with actual creature-related issues—disputes, emergencies, investigations. We're resources, not threats. Use us that way."

Valdez considered.

"And if I refuse?"

"Then we continue our campaign. Indefinitely. Creatures are patient. We've waited centuries. We can wait longer."

He sighed—the sigh of a bureaucrat realizing he'd lost.

"Fine. Draft the agreement. I'll review it."

The resulting accord wasn't perfect—no compromise ever is. But it protected creature privacy while maintaining necessary oversight.

"We won," Maya celebrated.

"We didn't lose," Glad corrected. "That's the win."
