Public opinion surged across the globe as the Underground Cities of various nations jointly petitioned, hoping a portion of the 20 million immigration slots for Jade Rabbit City would be approved for foreigners. They didn't want to be left behind; they wanted to get on Country C's bandwagon and learn its advanced technology and experience.
This joint petition ultimately landed on the desks of Li Xiang and Jiang Cai'Er.
After some discussion, they decided to set aside one-tenth of the quota—2 million spots—for foreigners.
However, there was a catch: only high-level talent could apply, such as individuals with outstanding academic achievements or Extraordinary Beings at Tier Five or higher. Upon approval, applicants could bring their families with them to immigrate.
Jade Rabbit City would provide a settlement allowance of varying amounts, based on their past achievements and their assigned talent level.
