Chapter 89 - CHAPTER 89: DEFUSE THE PURGE WITH A SACRIFICED NAME

[Polis — Emergency Council Session — Day 123, 0400]

The brazier was at full burn at 0400 and the beeswax-and-sage had gone past ceremony into something else.

The something else was the smell of a room that had been occupied by anxious people since 2300, which was when Titus had called the emergency faction session — the prerogative of a Flamekeeper who believed Coalition law was being structurally violated. By 0400 the burn had been running for five hours and the smell was no longer performing formality. It was simply present, heavy, the olfactory equivalent of a room that was not going to be escaped easily.

Ethan had not slept.

He had been summoned at 0320 — the runner had used the Polis emergency-summons protocol, which was the format that required attendance rather than response. He had put on the coat, checked the pin, and gone.

Lexa was on the dais. Twelve clan-chief positions: eight absent, four present — Trikru (Indra), Floukru (Jor), Trishanakru east (the dissenting chief from last night's vote, now looking considerably more confident), and Ouskejon Kru (the second dissenting chief). Titus was at the clergy position.

Octavia was at the back wall.

She had found the back-wall position before Ethan arrived, which meant she had received independent notice or had been monitoring the faction communication channels Lincoln had briefed her on when she'd come to Polis. Either way: she was there, against the wall, in the not-present configuration she had been developing since she became political at Ch.65.

She was watching Titus.

Titus presented the case for twenty minutes.

The argument was coherent. The Mountain had been taken using Sky technology — specifically targeted-radiation architecture — that had not been under Coalition veto at the time of its use. The architecture had been built and deployed without Coalition consultation. The Sky-tech veto agreement covered future deployments; it had not covered the Mountain. The deaths of 181 Mountain military personnel were therefore the consequence of unilateral Sky action conducted under Coalition military cover. The Coalition had provided the armies; Sky had provided the weapon; the weapon's use had not been Coalition-approved.

"The purge demand is simple," Titus said. "Sky criminal accountability. One Sky criminal, under Coalition law, under blood-must-have-blood. The Coalition's military dead deserve the Coalition's legal response."

Lexa had her hands on the dais's edge.

She was not looking at Titus. She was looking at a point three feet in front of her, at the brazier's middle-height, the way she looked when she was running a calculation that had a time constraint.

She looked at Ethan.

Not the witness-position — at him. The direct address that protocol used when the Heda required a non-member of the council to speak.

He stepped forward.

"Sky has a criminal already condemned by Sky law," he said. "He has been in custodial imprisonment at Camp Jaha for three months. His crime was murder, committed before the Ark fell." He kept his voice in the Coalition-register — the precise, impersonal grammar Lexa used for governance decisions. "We offer him to Coalition judgment. Blood-must-have-blood. The Sky-purge demand is answered by a Sky body under Coalition law. Not ninety Sky bodies. One body already condemned."

Titus looked at him.

The calculation was visible on Titus's face — not on the surface of it, but in the way the surface refused to move while the calculation ran underneath. The faction's demand had been framed as blood-must-have-blood. The offer satisfied the frame. Refusing it would mean arguing that one already-condemned murderer was insufficient, which would require naming a specific higher number — which would mean stating publicly how many Sky deaths the faction actually wanted.

Titus would not state a number. The faction's legitimacy was built on principle, not arithmetic.

"The offer is accepted," Titus said.

He said it with the face of someone who had gotten most of what they wanted and was logging the rest for later.

Lexa accepted the offer without ceremony. The notarist moved the quill. Ferris Bell's name entered Coalition record.

Ethan stepped back to the observer position.

The council cleared at 0447 — Titus first, the two dissenting chiefs after him, then Jor and Indra together at the last.

Octavia did not move from the back wall.

She waited until the room held only Lexa, the notarist, one Trikru guard, and Ethan.

Then she walked to Ethan.

She did not speak. She stood beside him for three seconds, in the position she used when she was conveying something operational — shoulder to shoulder, forward-facing, the configuration of someone delivering intelligence to an equal.

She looked at the position where Titus had been standing.

Then she walked out.

Ethan understood. She had been watching Titus specifically — not the general room, not the council's dynamics. Titus specifically. From the position she had held for six hours.

She had been watching for a knife.

The CPE logged the meta-decay event.

Lexa was at the dais, standing, in the position she maintained when a session had closed and she was not yet moving. Her hands were flat on the dais surface. The brazier was still burning.

She did not look at him.

He did not look at her.
