Black flashes are supposed to be so overpowered in the world of Jujutsu kaisen that Gojo claimed for their to be a massive gap between a sorcerer who had experience and blackflash and someone who hadn't.
The only problem was the difficulty of hitting one ,where one must perfectly aligned their curse energy to the point most sorcerers spent their whole life without hitting one.
This was also the reason why Yuji Itadori the main character of the anime was considered special and said to be loved by the sparks of black.
For landing 4 consecutive black flashes on Hanami and later a whooping 8 on Sukuna.
The reason why all this was important was due to him now having a monstrous 2% chance.
While he wasn't sure about the exact numbers this was very likely even higher than Yuji ever had or atleast comparable.
Thinking about it even the 0.2% was unusually high for a character like Naoya who never landed one.
But,not his potential increase had made him a monster.
If he were to guess each potential increase would increase his black flash chance by a set or random number.
It was 1.8% this time even if it remained the same for future upgrades or slightly lower it would be ridiculous.
