"Whoever developed this Lightning Nintaijutsu was a genius," Hiruzen mused, his eyes scanning the stolen scrolls.

It was incredibly practical.

The technique went by many names: the Lightning Style Armor, the Raiment of Thunder... but according to the memories extracted from Blue B's corpse, the official Kumogakure designation was the Lightning Style Chakra Mode.

The barrier to entry wasn't high, but the difficulty curve for mastering it—and maintaining it as a constant state during combat—was exponential.

"It uses Lightning-style chakra to jumpstart the body, using electricity to stimulate the nervous system's reaction speed to superhuman levels."

"Better yet, the electricity vibrating through the flesh acts as a constant form of physical conditioning, while the exterior chakra serves as a nearly impenetrable shield. It's a jutsu designed to push the human body to its absolute limits."

A faint smile touched Hiruzen's lips. This Lightning Style Chakra Mode felt as if it were custom-made for him.

Over the past few months of managing Konoha, even though he hadn't achieved any world-shaking feats yet, he had noticeably improved the village's internal health. On the surface, his body remained the same, but in his mindscape, he felt a profound realization.

My talent is bound to Konoha, he realized. As the village's pulse grows stronger, my own 'Level Cap'—my innate potential—slowly expands along with it.

Education needs to be the next priority, he thought, recalling Sakumo Hatake's recent reports. The elite students at the Academy are already outgrowing the standard curriculum. Perhaps a monthly 'Hokage in the Classroom' seminar is in order?

One by one, the village's elite arrived for the meeting.

"You're early, Sensei?" Orochimaru asked, surprised to find Hiruzen already seated.

"You're early too, Orochimaru," Hiruzen chuckled. "Being in the office is just a change of scenery for my thoughts. Don't worry about formalities. As long as you're here on time, I'm happy. I don't care for corporate theater."

Danzo, sitting to the side, scowled. He had actually planned to arrive even earlier than Hiruzen to assert dominance. Did the Monkey read my mind? No, it's just a coincidence. He sat back, stewing in a strange, petty silence.

Hiruzen checked the clock. Everyone was present. He cleared his throat.

"The operation against the Cloud Jinchuriki was a resounding success. This meeting is to discuss the intelligence extracted from Blue B and the Head Ninja. Take a look."

He slid copies of the Administrative Briefing across the table.

The intelligence was startling. One of the reasons the Cloud was so desperate to stabilize their Jinchuriki was that their rivals, the Hidden Stone (Iwagakure), had reportedly achieved a breakthrough in controlling their own Four-Tails and Five-Tails hosts.

"The 'Tailed-Beast Arms Race' is officially on the table," Orochimaru noted, his voice clinical.

The atmosphere in the room turned heavy. For Konoha, the "Bijuu Problem" was a sensitive wound.

The Leaf's Jinchuriki was Mito Uzumaki. The widow of the First Hokage and a legendary Master of Sealing. While she had the Nine-Tails under perfect control, she was very old.

The village elders were terrified of the future. Could they ask Lady Mito to step down and pass the beast to a new host before the next war? That would mean her death. To force the Matriarch of the village into a ritual suicide for the sake of "military readiness" would destroy Hiruzen's [Authority] and the village's soul.

Even Danzo, usually the first to suggest a "necessary sacrifice," kept his mouth shut on this one.

"Looking at the global landscape, if a Third Great War breaks out, Jinchuriki will be deployed on a massive scale," Hiruzen said calmly. "We cannot assume our enemies will fail. We need to prepare our Jonin for Anti-Bijuu Combat."

"I am declassifying specific high-level Sealing, Genjutsu, and Multi-Squad Area-of-Effect jutsus. I want every Jonin trained in containment and suppression. There will be an evaluation process and incentives for mastery."

"Talented shinobi should view 'Matching a Jinchuriki' as the new gold standard for an S-rank ninja," Hiruzen said, looking at Jiraiya and Danzo. Both men specialized in large-scale summons and wide-range jutsu. "If you have specific resource needs for this training, bring them to me."

The room nodded. The "Bijuu" were terrifying, but Konoha's elite felt a surge of confidence. If the Hokage was providing the tools, they were ready to sharpen them.

"Now, for our own Jinchuriki problem," Hiruzen paused.

Everyone leaned in.

"Orochimaru's report on Blue B's memories provides a vital lesson," Hiruzen continued, omitting Lady Mito's name for now.

"Why did Blue B fail? He had the bloodline, the talent, and the temperament. Yet he rampaged constantly. Why?"

"Lord Tobirama's notes suggest that Bijuu chakra is saturated with negative emotions. In the other villages, Jinchuriki are treated like ticking time bombs. People fear them. They isolate them. Even if people don't use 'hateful' words, they treat the host like an 'it' rather than a 'him.'"

"This creates a spiritual vacuum. A loneliness that weakens the host's psyche, allowing the beast to take over."

Hiruzen looked around the table.

"Konoha will be different. We have the advantage of Lady Mito's legacy—our village doesn't live in constant fear of a rampage. We need to lean into that. From this day forward, our propaganda will shift. We will instill the concepts of 'Control,' 'Sacrifice,' and 'Heroism' into the public's perception of Jinchuriki."

"Kushina has the Uzumaki spirit. She is stronger than Blue B ever was. But she needs to feel that the village loves her, not just that it 'needs' her as a weapon."

Danzo's voice was cold and sharp. "And if she rampages? If we tell the villagers she's a hero and she levels a city block, the village's credibility is gone. Who takes the responsibility then?"

The tension in the room spiked. Danzo was asking the "Shadow" question.

Hiruzen stared him down. "I do, Danzo. That's what the hat is for."
