Chapter 20 - The Emperor’s Silence

Shen City continued its quiet resistance.

Fields expanded.

Workshops worked late into the night.

Soldiers trained under dim torchlight.

Yet Qin Wang Shan knew this calm was fragile.

Pressure from outside would not disappear.

It would only grow.

Far away, inside the imperial palace of Wushen, the Emperor sat alone in his study.

Scrolls lay piled across his desk.

Reports from every province of the empire.

Among them lay one thin document.

Shen City.

The Emperor read silently.

Trade pressure.

Supply interference.

Rising local stability.

His youngest son's territory.

He closed the scroll slowly.

A soft knock came at the door.

"Enter."

An old attendant stepped inside.

"Your Majesty," he said carefully, "some ministers request action regarding Shen City."

The Emperor asked calmly, "Action against whom?"

The attendant hesitated.

"The Seventh Prince."

Silence followed.

The Emperor stood and walked toward the window overlooking the capital.

"So," he murmured, "they have begun fighting already."

The attendant dared not reply.

After a long pause, the Emperor finally spoke.

"Do nothing."

The attendant blinked in surprise.

"Your Majesty?"

The Emperor's voice remained calm.

"If he cannot survive pressure, he does not deserve to rule."

His gaze drifted across the vast city.

"And if he can…"

His expression grew unreadable.

"Then perhaps the empire needs him."

The attendant bowed deeply and withdrew.

The Emperor remained alone.

In truth, he understood his sons better than anyone.

Ambition.

Fear.

Rivalry.

All inevitable.

He would not interfere.

Not yet.

The throne belonged to the one strong enough to take it.

That same night, Qin Wang Shan stood upon Shen City's walls.

The wind blew cold across the plains.

Commander Han approached.

"Your Highness," he said quietly, "do you think the capital will stop?"

Qin Wang Shan looked toward the distant horizon.

"No."

Han hesitated.

"Then why do I feel… calm?"

The prince smiled faintly.

"Because we are no longer waiting to be saved."

He turned back toward the city.

"We are saving ourselves."

Above them, the night sky stretched endlessly.

And far away in Wushen, the Emperor watched the same stars.

Both men understood.

The future of the empire had already begun to change.
