Tsunade's expression instantly darkened as she demanded answers.

"Hard to say. Based on Onoki's track record, both are equally possible. Even though he's serving us a platter full of 'sincerity' right now, you can never be certain with him until the very end."

Jiraiya frowned, pondering for a moment before slowly shaking his head.

Onoki of Both Scales was a living legend in the ninja world. Putting aside his god-tier Particle Style, his political ruthlessness was what truly made him terrifying.
