The Rongcheng City Public Security Bureau's No. 1 car sped out of the gate.

The driver, Xiao Liu, was a little apprehensive because Director Kan Xufeng inside was furious. Although Director Kan, a former soldier, was known for his fiery temper and often foul language, Xiao Liu had never seen him so angry.

Guan said that while picking up a guest of Secretary Fang on Hongguang Road, he had been subjected to violent enforcement by unidentified police officers, and was almost arrested as well.
