Chapter 22 - THE LAW BENEATH THE LOTUS

Unlike silence, power alters its behavior.

In weak areas, silence is vacant—merely the lack of sound.

In strong areas, silence is a listener.

The office of BLACK LOTUS had transformed into the second type.

The deserted metro control room was not just a safe haven anymore. It was heavy now. The area knew it. The network recognized it. The even the darkness held on more tightly to the corners as if they realized that this spot was significant.

I was sitting alone by the west access tunnel, pulling my knees up and resting my back against the cold metal. My silhouette was growing longer, very thin strands were getting through the gaps, outlets, and forgotten maintenance shafts.

I was keeping an eye on everything.

Which implied that I was the one noticed it first.

Three heartbeats coming near.

Slowly. Carefully. Human.

I was standing already when Dragon's sensors reacted.

"Keep quiet," I said in a composed tone into the dark.

They were immobile.

After a little while, Akino's presence was behind me—silent and restrained. He was not in a hurry. He had now won my confidence.

That realization was as heavy as the deepest cut.

"Come out," Akino commanded.

They obeyed.

Three living persons. Without gang marks. Without system shapes. A man and two females, their rags were in tatters and their eyes were hollow from lack of sleep. No guns ready—only fear, pure and unprocessed.

Refugees.

Dragon came next, his look was piercing. Sasha was still at the back, her flames were low but still ready. Chiemi was standing next to Rei in the middle of the room, her hands were clasped very tightly.

The man gulped. "We—we entered your territory by accident."

Territory.

The term was now so natural to say.

Akino was looking at them. "And?"

"We are not soldiers," one of the ladies said in a hurry. "We heard gossip. Not about a place that does not kill on sight."

Her eyes moved—momentarily—to me.

So the tales were already being told far and wide.

Akino turned to Dragon.

Dragon turned to me.

The choice was postponed.

I stepped forward.

"What are your offerings?" I inquired.

The man's body became tense. "O-offer?"

"Food," I kept on speaking in the same tone. "Information. Labor. Loyalty. Just choose one."

They looked at me as if I had said something in a different language.

"We only wish to survive," the second woman murmured.

I very slightly moved my head. "Then you will have to turn out to be helpful."

The utterances seemed to flow naturally from my mouth.

That was a thing that frightened me more than it should have.

They could stay, but only under certain conditions.

Dragon appointed them to logistics—cleaning, reinforcing, scavenging routes under escort. Akino made the final decision, but I could see it very clearly now.

BLACK LOTUS was no longer a mere gang.

It became a nation.

And nations require rules.

Afterward, Akino did call a meeting.

Not by way of shouting, nor by way of announcement.

Just a look, and everyone had gathered.

"We are attracting attention," he said. "For sure more than before."

There was no one who would contest that.

"Gangs will come, the Marked Ones will come, and after a while–something even more terrible."

The silence was deafening.

"We can't endure by just reacting" Dragon joined in. "We want a framework. Regulations. Punishment."

All the people looked at me.

I did not blink.

Akino was speaking very slowly. "Kuro. You patrol our perimeters. You notice what we do not. Please tell us, what is the outcome if we maintain our kindness?"

I replied without any delay.

"That we become food."

Sasha immediately nodded. Taro made a face of disgust but did not contradict. Rei had a pained look on his face. Chiemi looked at me as if she were witnessing the birth of a new person.

"Clemency without authority is feebleness," I went on. "Authority without fear is fleeting."

Dragon took a pose of absolute relaxation. "And fear without control breeds anarchy."

Akino breathed out slowly. "Then we go on to maintain it."

He completely turned in my direction.

"Kuro. You are the one who makes the decision about it from now on."

The atmosphere in the room became intense.

"You are going to be the one to assess the dangers that exist beyond our borders," Akino stated. "Informants. Troublemakers. Those who are trying us."

I sensed the system being stirred up.

I haven't opened it up until now.

"And what's there?" I questioned.

Akino looked into my eyes. "There, you owe me."

Fair enough.

The system made a sound again, but this time it was more insistent.

AUTHORITY: EXTERNAL ENFORCEMENT

CONDITION: ACTIONS AFFECT GANG ALIGNMENT

Arbiter.

Judge.

Executioner if needed.

I acquiesced.

The shadow that was already on my feet became denser, as if it had been expecting that very moment.

I went out alone that night.

Without an escort.

Without a proclamation.

But as part of a trial.

The line separating BLACK LOTUS's domain from the lands not claimed by any gang was all alive—traces of footsteps were seen where no one should have walked, and different patterns of shadows were mingling.

I quickly detected the intruders.

They were two men. They were carrying guns. Their bodies were stamped with IRON VEIN symbols that were faintly removed and then crudely drawn over with symbols of their own.

They were scouts.

Neither daring enough to fight nor smart enough to retreat.

They noticed me and pointed their guns at me.

"Leave," one yelled. "We are not looking for a fight."

However, I stood my ground, ten steps away.

"You are already in it," I said.

The first guy jumped at me.

I made no move to evade him.

My shadow violently grew and went through his legs, pulling him down heavily. A crack was heard. He yelled.

The second one became numb.

I went past him, seized his collar, and drew him near enough to sense his anxiety.

"Go back," I whispered. "Tell them BLACK LOTUS doesn't allot land."

I released him.

He took off.

My gaze went to the one who got injured.

Alive.

Still in pain.

The system was ready.

So was my shadow.

I bent down to his level.

"Mercy," I gently spoke, "is costly."

Then I obliterated him.

There was no display.

No noise.

Just a void.

[GANG ALIGNMENT: BLACK LOTUS – FEAR INCREASED]

In the dark, I was the only one standing, the shadow creeping back around my feet like a pleased beast.

I was not experiencing any guilt.

I was not feeling any pride.

Just a crystal-clear vision.

That was the function.

That was the price.

And in a very silent way, a true thought found its place:

Akino was the ruler of BLACK LOTUS.

Still, I was the one who made it possible that no one would ever be so bold as to challenge his authority for the second time.

The flower of the lotus opened up.

And under it—

The law of shadows.
