Chapter 96 - Chapter 87: Theln Writes

**Earth: Day 144, Hour 16**

The message from Theln arrived through the Reformist Protocol 7 window on Day 144.

It was not addressed to the Hero. It was addressed to: *the individual operating as regional advisor on anomalous energy phenomena, eastern sector, whose correspondence with Vasir Drel and others has been noted in the review record.*

Formal. Technical. The correspondence of someone who had decided to establish a direct line without acknowledging what the direct line was.

*The Colonial Operations Review is proceeding. The review record has accumulated significant documentation, including testimony from multiple current and former Tower personnel, operational logs from the Earth-side coordination task force, and dimensional survey data from the forty-three days preceding the Sanctification.*

*The review has produced a finding that I am required to communicate: the eight-element synthesis framework described in the Sanctification record and confirmed through subsequent mana analysis represents a capability development that the Tower's Tier classification system does not adequately describe. The Reformist faction has proposed a formal classification revision. I have agreed to a joint working group.*

*The working group requires source data. Specifically: a detailed account of the eight-element synthesis development process, the elemental tier acquisition methodology, and the practical applications of the composite perception system. This account would be used to develop a revised classification framework and would be entered into the Tower's restricted research record.*

*I am aware this request has political dimensions. I am not making it for political reasons. The Tower's knowledge base has a gap that this account would fill. The gap will be filled eventually — either through your cooperation or through other means, at greater cost to both parties. I prefer cooperative solutions when they are available.*

*The review is also examining the Vassal-Link colonial program's authorization basis. I am not in a position to comment on the review's likely conclusions. I can say that the authorization basis has become more complicated than the original record indicates.*

*If you are willing to communicate, use this channel. If you are not willing, that is also information.*

*— Theln*

I read it three times.

Theln had not written this message out of institutional curiosity. She had written it because the Reformist review was producing conclusions she couldn't control, and because a voluntary account from the person at the center of the classification gap was better than whatever the review would reconstruct without it.

She had also written it because she had been watching me since the Manufactured Breakthrough session, and she was very good at her job, and at some point her picture of what had happened had become accurate enough that continuing to treat it as an open question was less useful than acknowledging it.

*The authorization basis has become more complicated than the original record indicates.*

This was as close as Theln would get to saying: the colonial program was wrong and the review is going to say so and I have made the calculation that managing the transition is better than defending the position.

I sat with the message for four hours.

Then I wrote back.

*I'm willing to provide a technical account of the synthesis development. In exchange, I want three things: confirmation that the account's use will be restricted to the classification working group and the review record; advance notice if the account is proposed for broader distribution; and information about Akhtar's suspension status and the expected review timeline for that case.*

*The first two are reasonable data control provisions for sensitive research. The third is not a condition — it's a request for information I should have been given already.*

*I'll begin the account when I have your response.*

I sent it.

Theln's response came in eleven hours: *Agreed on the first two. On the third: Akhtar's case is under active review. The indirect evidence Mordain has filed is being assessed alongside testimony from three other supervisors whose records show similar patterns during student expeditions of comparable difficulty. The expected resolution is sixty to ninety days. I cannot guarantee the outcome.*

*Cannot guarantee* was different from *will not influence.* The message was saying both things simultaneously.

*Begin when ready,* she wrote. *The working group timeline is constrained.*

I began drafting the account.

It took eleven days. Not because the material was long — the Library had the records. Because the account needed to be technically accurate and operationally complete and not include anything that would make Vasir's position worse, Akhtar's position worse, or the Resonants findable. Those three constraints applied to every paragraph and required constant cross-referencing.

What I produced was a forty-seven page technical document describing the eight-element synthesis from initial Blank Slate architecture through Tier 4 transition, with full methodology and outcome data, and a nineteen-page appendix on the substrate contact integration that was the most honest technical account I'd written of anything, because it described something the Tower had never seen and Theln would know immediately if I was vague.

I sent it on Day 155.

Theln's acknowledgment came within three hours: *Received. The working group will begin review this week. This is an extraordinary document.*

She had not said *thank you.* She was not the kind of person who said thank you for things she had negotiated for. What she had said was: this is extraordinary. Coming from Theln, who had spent forty years in a system that produced extraordinary things as a matter of institutional routine, this was significant.

I filed it under: *the beginning of something that will take a very long time.*
