Bardock did not intend to keep the Galaxy Patrol as a force. The North Galaxy could only have one voice, and that was the voice of the Saiyans.

Broly nodded, pulled Raditz's cape, and followed behind him.
As they rounded a corner, a Galaxy Patrol member holding a pistol was posing amidst a pile of Frieza Force soldier corpses. After seeing Raditz and the two others, Jacque, as an elite of the Galaxy Patrol, naturally knew the terror of the Saiyans. That was a terrifying race that, with a population of less than a million, had conquered eighty percent of the life-sustaining planets in the North Galaxy and established the Saiyan Empire.
Jacque started to say, "Hey, you guys are Saiyans, right? I'm..."
Before he could finish speaking, the impatient Nappa rushed over, slapped him to the ground, and then lifted him up to Raditz. Nappa said, "Prince Raditz, done!"
Raditz gave Nappa an approving look and said, "Well done, but next time, listen to people finish talking first."
Raditz looked at Jacque, who was suspended in mid-air, and asked, "Do you know where the Galaxy King is?"

The Galaxy King was imprisoned in the anti-gravity prison at the deepest part of the prison, with Galaxy Patrol corpses littering the ordinary cells along the way.
Jacque wailed, "How could this be? Damn Frieza!"
Raditz and Nappa exchanged glances. They could tell from the wounds on the corpses that this was Bardock's work.
Just as they were hesitating whether to just finish off Jacque as well, Bardock walked in from behind.
Bardock said, "Oh my, this Frieza is truly insane."
Jacque heard Bardock's voice, turned his head, and said full of surprise, "Saiyan Emperor, how are you here?"
Bardock replied with a smile, "For the peace of the North Galaxy, I specifically came here to negotiate with the Galaxy King, but I didn't expect to encounter such a thing..."
Jacque shouted, "Galaxy King!" and ran toward the deepest part of the prison.
Raditz quietly asked from behind, "Father, the Galaxy King?"
Bardock nodded.
Raditz made a throat-slitting gesture and asked, "Then Jacque...?"
Bardock replied with a smile, "No need. We need a witness, a witness to prove that the Galaxy Patrol Headquarters was massacred by Frieza."
When the group reached the deepest part, Jacque was sitting on the ground disheartened, and not far away, the corpse of an octopus wearing a crown lay on the ground.
Bardock walked up to him, patted his shoulder, and said earnestly, "Jacque, you are the only survivor of the Galaxy Patrol. Be strong. The important task of rebuilding the Galaxy Patrol still needs you to complete."
Jacque shook his head with a despairing expression and said, "I can't do it. I can't."
Jacque knew his limits. With his weak strength, let alone rebuilding the Galaxy Patrol, it was questionable how long he could survive without the protection of the Galaxy Patrol.
Suddenly, Jacque looked up at Bardock with hope and said eagerly, "Saiyan Emperor, can I join the Saiyan Empire?"
Bardock laughed heartily and said, "Of course you can! And I plan to establish the Universe Patrol at the former site of the Galaxy Patrol. You have experience in this area, so you can join this organization."
Jacque looked confused and said, "Universe Patrol?"
Bardock's gaze was firm as he said, "That's right. After unifying the North Galaxy, the next step is to establish a patrol to maintain the peace (and interests) of the universe."
Jacque's eyes lit up as he said, "That's great! I will give it my all!"
