Chapter 8 - Formalization of the T-MED Doctor Truck System

Kang Doyoon reviewed the documents in the Truck City TF conference room.

On the screen were the minimum legal staffing requirementsfor an emergency medical center.

One emergency medicine specialist

One to two physicians with emergency experience

Two to three emergency nurses

One to two paramedics

"…That's fewer people than I expected."

He murmured to himself.

A legally recognized emergency centercould be designed with minimal staffing.

Doyoon brought togetherthe fire chief, the police situation commander, the regional emergency center coordinator, and disaster safety officials from city hall.

"I have one question," he said.

"Even now, ambulances are being turned away, circling multiple emergency rooms, and losing patients—aren't they?"

The fire chief nodded."Yes. Especially at night.Industrial zones on the outskirts are the worst."

"Then let's do this."

Doyoon displayed the prepared blueprint.

〈Doctor Truck–Linked Emergency Transport System〉

119 dispatch

If two or more hospitals refuse admission

Immediate connection to the Doctor Truck hotline

On-site surgery or interim stabilization

Re-transport or completion of treatment

A police officer asked,"What about legal responsibility?"

"Doctor Trucks are not hospitals," Doyoon replied."That's precisely why they perform only emergency medical actions—only what's necessary to save a life. And we are already proceeding with the constructionof a permanent emergency medical center."

The fire chief asked,"Can we contact them first?"

"That's the point," Doyoon answered.

The meeting ended quickly.

But one sentence was officially recorded:

"In emergency situations involving local citizens,Doctor Trucks shall be utilizedas a response method equivalent to hospitals."

A few days later, five trucks were officially registered as emergency medical centers.

Each was staffed withone specialist physician, two emergency-experienced doctors, three nurses, and two paramedics.

All legal documentation, equipment lists, and operating protocolswere approved by the Ministry of Healthand the local city government.

Walking between the trucks, Doyoon said quietly,

"Now, no one can call this illegal. Now we can move—for the people who are still alive."
