"Why is it always District 18 causing trouble?"
Sitting in his cramped office, Chen Mo scratched his head and flipped through one completed report after another.
"This too… that too… District 18 again. Are they playing real-life GTA over there?"
One word: chaos.
Ever since he'd wiped out the Bloodhand Gang's elites, District 18 had reverted to its old leaderless state.
Normally, that wouldn't mean much. At worst, the small gangs would clash a few times, and a new "boss" would eventually rise to the top—business as usual.
But this time was different.
It was as if District 19's Hungry Wolf Gang had influenced them. The Lower City's District 18 was spiraling into more and more violent escalation, and it had now reached a boiling point—white-hot.
Like everyone wanted to end the old disorder once and for all and become the next gang to monopolize an entire district.
Most shops had been forced to close. Residents with the means had fled. Those without could only cower at home and pray the fighting wouldn't reach them.
Even in daylight the streets looked desolate—only a few scattered silhouettes moving through the wreckage.
Staring at the photos attached to the reports—ruined blocks that looked like a cheat-enabled rampage—Chen Mo stacked the files neatly, set them aside, and glanced at the clock.
"I just started today. Don't tell me they're already going to make me do something."

As soon as the words left his mouth, someone rapped on the door.
Chen Mo flicked his eyes to the clock again: 5:59 p.m.
With a resigned tail-swish, he called out, "Come in."
"Captain Chen. The battalion commander wants to see you."
First day as an office worker and he was already being summoned to a major "company event." If he weren't essentially overpowered—like he'd spawned with cheats—the pressure would have been intense.
"Alright." He stood up. "Before we go… can you tell me what this is about?"
Leading the way, Bai Li hesitated. He was essentially a secretary who ran errands for captains; it wasn't really his place to leak anything.
But…
He touched the autograph photo in his pocket—the one he'd been dreaming about for ages—then carefully glanced around. Seeing everyone else focused on work, he lowered his voice.
"It's about District 18. You'd better prepare yourself mentally."
Chen Mo made a face that said figures. No wonder they'd spent his entire first day shoving District 18 reports in front of him.

Why call only him?
Shouldn't it be the classic routine—everyone lined up, commander gives a motivational speech, then the whole department rolls out with equipment two patches ahead of the meta for a righteous group beatdown?
Instead, it looked like a big fight was coming—and they were about to send him in alone.
Bai Li guided him to another unremarkable door, then waved encouragement.
Chen Mo could only open it with a head full of questions.
"The next operation will be carried out by you alone, Captain Chen Mo."
He hadn't even seen the person yet—just heard the voice first.
Behind the desk sat a Lupo woman with a completely ordinary face—so ordinary she'd disappear in a crowd. She wore LGD uniform, an honor medal pinned to her chest. Seeing Chen Mo still processing, she didn't wait for him to respond and continued.
"As a captain, you handled some of the District 18 files today. You already know that restoring peace there is urgent."
"Unfortunately, District 18 is a muddy mix of forces, deeply entangled with several major Upper City powers. The LGD cannot intervene openly and forcefully."
"Therefore, we need you—someone strong, someone who understands how gangs operate—the Fire Dragon."
"You will enter the district, disrupt the balance, and perform a decapitation strike—eliminate the leader of the largest gang. We need a 'kill-the-chicken-to-warn-the-monkeys' example for the opportunists."
The commander rose to her feet, expression severe, and saluted him.
"Captain Chen Mo—this is in your hands."
Chen Mo returned the salute, his expression… complicated.
Only after he left the room and the door clicked shut did he turn to Bai Li—who had walked up beside him—and ask quietly:
"The commander trusts me that much? She's not worried I'm an undercover plant sent by the underworld?"
Bai Li narrowed his eyes and laughed behind his hand in a way that was—frankly—painful to watch. Even Chen Mo, who was getting used to this world's weirdness, instinctively looked away.
"Regular officers don't know," Bai Li said, "but the captains and I do. Your hiring details—and your gear and uniform—were handled personally by Inspector Ch'en Hui-chieh."
"Inside the LGD, who doesn't trust Officer Ch'en's character?"
Bai Li's face was full of admiration. Chen Mo saw it and felt a surge of pride anyway.
Complimenting my little sister is basically complimenting me. Same difference.
"Oh, right." Bai Li handed him several thick bundles. "This is the Intelligence Department's general briefing on District 18. Read it, then head out."
Chen Mo choked on the words that had been sitting in his throat—he'd been about to ask if he could at least eat dinner first.
But then he remembered: he was a cop now.
So he said nothing, flipping through the intel as he walked.
Along the way, Bai Li diligently explained additional details and precautions. And once they reached the LGD's front entrance, he emphasized one last point:
"The biggest power in District 18 right now is a gang called the Cat Gang. They're mostly Felines—refugees from Victoria."
"They rally around nationality and ethnic culture. They follow ancient Victorian traditions and want to restore Victoria's former glory."
"According to Intelligence, the Cat Gang's leader is the child of a fallen Londinium noble line. Many of her subordinates also fled from Londinium with her."
At that, Bai Li's worry surfaced. He suddenly hugged Chen Mo's arm, making Chen Mo's whole body go rigid.
"You must be careful, Chen Mo. They're completely different from the gangs you dealt with before. This intel was obtained only after our agents endured extreme hardship—and didn't leak a single word."
"That alone shows how vigilant they are, and how powerful their backing must be."
"If you encounter danger, retreat immediately and call for support."
"Remember: in every action, safety comes first."
Chen Mo nodded rapidly, shivering with discomfort. Then he forcefully shook Bai Li off and waved while jogging away.
"Understood, understood! And tell the commander this mission counts as overtime!"
He really wasn't used to this world's… tone.

Only after the final enemy collapsed did Exusiai drop to the ground without caring how filthy it was.
"Whew… how many is that now? I didn't expect this job to be so exhausting."
Ignoring the grime on her clothes, she lovingly wiped down her gun. Then, looking utterly drained, she turned toward Texas, who was still on alert.
"Did Boss not tell us what the actual objective is, Texas? I feel like I'm so tired I'm starting to hallucinate."
Texas didn't answer. She simply handed Exusiai a stick of Pocky to help her recover. When Exusiai staggered back to her feet, Texas finally spoke—already moving deeper into the district.
"On the way here, I took time to gather enough intel. We're going into the territory of the largest gang in this area to look for an opening."
"Once we defeat her, the job Boss assigned will be complete."
Exusiai followed without argument, but she silently made up her mind:
