Bai Keyi wouldn't stop Yang Chan from replacing personnel in the Spirit Medicine Tower—the people in charge of the Intermediate Pharmacists were only one part of the operation. As long as it didn't disrupt the tower's normal functions, Bai Keyi wouldn't get involved.
