Chapter 32 Could there really be legendary Pokémon that can't fly?!
Goldenrod City.
As the most prosperous city in the entire Kanto region,
it connects with Cerulean City, Celadon City, Vermilion City, and Lavender Town—four renowned towns in the Kanto region. The top Gym Leaders surrounding Goldenrod City are all located in one of the eight major Gyms in the Kanto region.
Even trainers from other regions who come to Kanto might not have heard of Viridian City, but they've definitely heard of Goldenrod City.
Silph Corporation, the leading company in the Pokémon world researching Poké Balls, has its headquarters in the center of Goldenrod City.
The trainers here are among the strongest in all towns, and Goldenrod City is also the only city with two Gyms: Goldenrod Gym and a Fighting Dojo.
The fighting arena isn't very large, but it's recognized by the league and contains two mysterious move learning machines.
Only by defeating the arena's trainer can you obtain those two machines, making it the only dojo in the entire Kanto region where you can get them for free.

Rayquaza also has the same 4x weakness to Ice.
Therefore, Salamence's type isn't so unacceptable. However,
if Baiyu were forced to choose a Dragon/Flying type combination, his choice would definitely not be Salamence, but rather the pseudo-legendary Dragonite from the Kanto region!
Dragonite's abilities and the number of moves it knows are outstanding even among pseudo-legendary Pokémon.
With moves like Dragon Dance and Roost, combined with its Multiscale ability, few Pokémon throughout Pokémon history can rival Dragonite's status.
In other words, obtaining a large Dratini is quite difficult. Bai Yu can only acquire it after completing the Hoenn region and then training in other regions.
